SITE 06: REDWOOD CREEK/BRADFORD STREET <br />Redwood Creek- East Bank <br />Recommendations <br />From a recent land survey of all properties adjacent to <br />Redwood Creek (performed by BKF Engineers), it was <br />noted that there are two identified property owners of <br />all land adjacent to the East Bank of Redwood Creek <br />between Veterans Blvd and Highway 101. Much of the <br />land that exists above the top of bank in this area is <br />privately owned by these two property owners. There <br />are a couple of areas along the East Bank where there <br />is developable land between the top of bank and <br />private property, but those areas are land locked and <br />development of a trail in those areas would not create <br />the recreational trail recommended as part of this <br />report. <br />Therefore, three trail development alternatives have <br />been discussed with the City and are outlined below <br />for consideration: <br />Alternative #1 (Preferred) <br />Develop a strategy to engage both property owners <br />who own the land along the East Bank of Redwood <br />Creek between Veterans Blvd and Highway 101 about <br />the implementation of the Redwood Creek - East Bank <br />Trail. <br />Prior to engagement, an analysis of all land between <br />the top of bank and adjacent buildings should be <br />performed. It needs to be determined if this area <br />can accommodate a fire lane as required per current <br />code, in conjunction with the trail as outlined in the <br />"Guidelines" section of this report. If, after completing <br />this analysis, it is determined that there is enough <br />space to accomodate a fire lane and the trail, the City <br />should begin engagement with the adjacent property <br />owners. <br />24 SEPTEMBER 2018 <br />It is likely that even though substantial portions of the <br />trail would need to be developed on private property <br />as part of this alternative, it should be anticipated <br />that the City would fund the improvements unless <br />development plans are submitted by the adjacent <br />property owners. <br />Alternative #2 <br />The City will work with multiple government agencies <br />(including, but not limited to: US Army Corps of <br />Engineers, CA State Department of Fish and Wildlife, <br />and the Regional Water Quality Control Board) to <br />develop a plan for a recreational trail in the area <br />between high tide line and adjacent property lines. A <br />trail in this location will likely need to be cantilevered <br />over some portions of the creek and therefore will <br />not meet the creek trail guidelines established in the <br />North Main Street Precise Plan. <br />Due to the potential environmental impacts associated <br />with the development of a trail in this location, an <br />Environmental Impact Report will need to be prepared <br />and substantial mitigation measures may be required. <br />Alternative #3 <br />Develop a Precise Plan for all properties bounded <br />by Highway 101 to the North, Veteran's Blvd <br />to the South, Walnut Street to the East, and <br />Redwood Creek to the West. This Precise Plan <br />would incorporate a detailed list of current <br />issues and proposed goals for redevelopment <br />of this area, as well as the requirement that a <br />Creek Trail be developed to the same guidelines <br />outlined in the North Main Street Precise Plan in <br />the case that new development occurs. <br />0Aa2,101MINA oil ►1*_1C71:1ilk] ►VA I&I19*1 <br />53 <br />0 <br />
