Since the initial contract amount was less than the threshold of $60,000 6.1.D. - Page 2
Manager was authorized to approve the contract in mid-February, and the Consultant
began providing services shortly thereafter. On April 23, 2018, the City Council
approved the Amendment No. 1 to the agreement for Engineering Inspection Services
to increase the contract amount by $171,600. The amendment allowed the City to have
two additional engineering inspectors to help with the increased demand for inspection
services needed during the summer time and which that same demand will continue
through the end of the year.
ANALYSIS
The amended agreement is proposed not -to -exceed $98,800.00, which covers 19
weeks of time for one inspector to provide construction inspection services. To achieve
a cost savings amongst several ongoing projects, a number of capital improvement
projects and utility permits were identified as needing construction inspection services
under this agreement. Costs will be shared amongst the different capital improvement
project and utility permit cost recovery accounts based on the actual time spent on each
by the proposed inspector.
The amended agreement budget will allow construction inspection services of the
current inspector to continue through January 2019 and coincide with the conclusion of
a number of Capital Improvement Projects. The budget will also allow for the inspector
to assist with the influx of utility encroachment permits and related development
projects, also helping to give the new contract inspector support while they are brought
up to speed.
Capital Improvement Projects and utility encroachment permits will include:
• Middlefield Road Streetscape Project (25%)
• Sewer Collection System Replacement Project (25%)
• Utility encroachment permits and related development projects (33%)
• Alameda De Las Pulgas Sidewalk Improvement Project (17%)
ALTERNATIVES
Council may choose not to amend the contract which would make it difficult to meet the
needs for engineering inspection services.
FISCAL IMPACT
Funding will come from, and has been previously approved and appropriated in the
following funds:
