Powers & Associates for On -Call <br />Environmental Services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the <br />Agreement for Professional Services with David J. Powers & Associates for On -Call <br />Environmental Services <br />BACKGROUND <br />The Community Development Department (CDD) has historically maintained contracts <br />with several consultants to provide various on-call services. In recent years, the <br />department has relied on the use of on-call service providers to meet performance <br />objectives and to address increases in workloads as the economy has rebounded and <br />development activity has accelerated. <br />In 2014, the City Manager authorized a contract with David. J. Powers & Associates in <br />the amount of $59,999 to provide environmental review services primarily for cost - <br />recovery development projects. The contract was amended by City Council in January <br />2015 (Amendment No. 1) to increase the amount budgeted to $250,000. Since that time <br />work under the contract has consisted of environmental services for Stanford in <br />Redwood City, Sandpiper Elementary School, 610 Walnut, and other various projects. <br />There is $2,473.69 left in the current contract amount. <br />Due to the volume of projects, the City issued a Request for Qualifications (RFQ) in July <br />2018 to identify additional consultants with expertise in CEQA reviews. The number of <br />projects requiring environmental review had exceeded the capacity of existing on-call <br />contracts, and the City was looking to "take a fresh look" at a variety of environmental <br />consulting firms and open up to two additional contract opportunities. David J. Powers & <br />Associates were ranked in the top tier as a qualifying consultant and staff has found <br />their work to be high quality. Staff recommends amending the contract to allow for <br />additional work. <br />
