6.1.E. - Page 2 <br />ANALYSIS <br />Using CEQA consultants is an efficient and effective use of resources, allowing the <br />Department to quickly access needed technical skills and address fluctuations in <br />workload. On-call contracts are particularly efficient as they allow staff to quickly bring <br />on consultant help for individual projects under the umbrella of pre-existing contract <br />terms. <br />In response to the City's RFQ, 18 proposals were received for environmental services. <br />Based on the department's evaluation of the proposals, the City selected David J. <br />Powers and an additional two consultants for on-call agreements based on their <br />qualifications. The contracts associated with the other two consultants are the subject <br />of a separate staff report and Council action. <br />On-call consultants are not guaranteed work, but are available as needed for work up to <br />the contracted amount. In addition, the cost associated with on-call contract is typically <br />reimbursed by applicants (see fiscal impact section below). The other qualified firms <br />may also be requested to bid for work on a particular project, but separate contracts <br />would need to be prepared and approved if any of these consultants are selected. <br />ALTERNATIVES <br />Do not authorize execution of the on-call agreements and direct staff to pursue alternate <br />means of environmental review for development proposals. <br />FISCAL IMPACT <br />The cost of the recommended contracts is budgeted in the Fiscal Year 2018-2019 <br />Operating Budget, and is expected to be sufficient to cover the cost of services provided <br />in the contracts. Work performed by the consultant would be primarily for "cost <br />recovery" projects. "Cost recovery" projects are those where the costs associated with <br />City staff and consultant time are recovered through deposit accounts funded by project <br />applicants. Any expenditures from the General Fund would be replenished from the cost <br />recovery accounts. <br />ENVIRONMENTAL REVIEW <br />Authorization of agreements for professional services is not a project under CEQA <br />(California Environmental Quality Act). <br />
