REPORT To the Honorable Mayor and City Council From the City Manager September 24, 2018 SUBJECT Award of contract for Kennedy Middle School Safe Routes to School Improvements RECOMMENDATION By motion: 1. Approve the contract documents and award a contract (Section 00520) for the Kennedy Middle School Safe Routes to School Improvements to FBD Vanguard Construction, Inc. of Livermore, CA for their responsive and responsible low base bid of $1,184,600.00 and authorize the City Manager to increase the contract amount, if necessary, up to 10% above the original contract amount. 2. Find that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) under CEQA Guidelines Sections 15302 (Replacement or Reconstruction) and 15303 (New Construction or Conversion of Small Structures) 3. Approve and authorize the City Manager to execute a Stormwater Treatment Measures Maintenace Agreement with Redwood City School District 4. Approve and authorize the City Manager to execute an easement deed for the collection and transmission of stormwater with Redwood City School District BACKGROUND In 2013, the City of Redwood City, in conjunction with the Redwood City School District (RCSD), San Mateo County C/CAG, and San Mateo County Office of Education, performed a Walking and Bicycling Audit at Kennedy Middle School to identify pedestrian and bicycle access improvements to and from school. The recommendations included: · Curb extensions at the intersections of Goodwin/Alameda, Connecticut/Oregon, and Connecticut/Washington · Rectangular Rapid Flashing Beacon, signage and striping improvements at Alameda de las Pulgas and Goodwin/Maddux · Signage and striping improvements at Connecticut/Oregon and Connecticut/Washington intersections. 6.1.B. - Page 1
