REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 24, 2018 <br /> <br />SUBJECT <br />Award of contract for Kennedy Middle School Safe Routes to School Improvements <br /> <br />RECOMMENDATION <br />By motion: <br />1. Approve the contract documents and award a contract (Section 00520) for the <br />Kennedy Middle School Safe Routes to School Improvements to FBD Vanguard <br />Construction, Inc. of Livermore, CA for their responsive and responsible low base bid of <br />$1,184,600.00 and authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% above the original contract amount. <br />2. Find that the project is exempt from the requirements of the California Environmental <br />Quality Act (CEQA) under CEQA Guidelines Sections 15302 (Replacement or <br />Reconstruction) and 15303 (New Construction or Conversion of Small Structures) <br />3. Approve and authorize the City Manager to execute a Stormwater Treatment <br />Measures Maintenace Agreement with Redwood City School District <br />4. Approve and authorize the City Manager to execute an easement deed for the <br />collection and transmission of stormwater with Redwood City School District <br /> <br /> <br />BACKGROUND <br />In 2013, the City of Redwood City, in conjunction with the Redwood City School District <br />(RCSD), San Mateo County C/CAG, and San Mateo County Office of Education, <br />performed a Walking and Bicycling Audit at Kennedy Middle School to identify <br />pedestrian and bicycle access improvements to and from school. The recommendations <br />included: <br /> <br />· Curb extensions at the intersections of Goodwin/Alameda, Connecticut/Oregon, <br />and Connecticut/Washington <br />· Rectangular Rapid Flashing Beacon, signage and striping improvements at <br />Alameda de las Pulgas and Goodwin/Maddux <br />· Signage and striping improvements at Connecticut/Oregon and <br />Connecticut/Washington intersections. <br /> <br />6.1.B. - Page 1
