These improvements will increase the safety of children walking and biking to school, <br />and provide convenient paths of travel for all pedestrians and bicyclists in and around <br />the school area. Furthermore, the traffic calming measures will also address safety and <br />livability concerns, such as excessive vehicular speeds on Alameda de las Pulgas, <br />vehicles on Maddux/Goodwin unable to turn onto Alameda, long length of crosswalks <br />on Alameda, and the failure of drivers to yield to children crossing the street. These <br />concerns were voiced by the school community and residents along Alameda during the <br />two public outreach meetings at Kennedy Middle School in 2015. <br /> <br />In addition to the traffic safety improvement, the project also includes green <br />infrastructure improvements to treat the stormwater runoff. In 2016 San Mateo County <br />C/CAG helped the City prepare a project concept for the inclusion of green <br />infrastructure improvements in the project and the City submitted an application for the <br />the Prop 1 Storm Water Grant Program. The City was awarded grant funding for this <br />project and the Middlefield Streetscape project for the installation of bio-retention areas <br />at various locations within the proposed improvements, an additionally for a bio- <br />retention area within Kennedy School site. <br /> <br />The bio-retention area within the school site will treat a large amount of water from the <br />school site that was draining toward the street, and also directs storm water from the <br />street on to the school site. Having the bio-retention be located on the school site allows <br />for more treatment of the stormwater at less cost, which helps the City reach its green <br />infrastructure goals. The attached Stormwater Treatment Measures Maintenance <br />Agreement (STMMA) and easement recommended for approval allow the City the <br />ability to direct the storm water on to the site and ensures that the RCSD will cover the <br />ongoing maintenance of that bio-retention area. The STMMA is based on the City’s <br />standard form, with modifications to clarify the City’s sole responsibility to design and <br />construct the stormwater treatment measures, the City and RCSD’s mutual indemnity <br />against claims that arise from the obligations or performance under the STMMA, and <br />the access license for the purposes of constructing the stormwater treatment measures <br />on the site. The STMMA also includes Exhibit D, which provides that that fencing will be <br />installed prior to the commencement of the project to limit contact between the <br />contractor and the students. <br /> <br /> <br />ANALYSIS <br />The project generally consists of the following improvements: <br />1.
