temporary fencing, and indemnification requirements (both generally and regarding <br />responses to stop payment notices and mechanics liens). <br /> <br />Construction is expected to begin at the end of October, 2018 and conclude within 120 <br />calendar days. City staff will develop an outreach plan, and give notice to all residents, <br />businesses, schools and organizations who might be affected by the construction. <br />Furthermore, staff will coordinate the construction and work with the school to minimize <br />the impact to the school to the maximum extent possible. <br /> <br /> <br />ALTERNATIVES <br />Council may choose not to award the construction contract and direct staff to redesign <br />and/or rebid this project. Council may also choose to not approve the stormwater <br />maintenance agreement and easement, which would require the project to redesign the <br />stormwater improvements to be located off of the school property. <br /> <br /> <br />FISCAL IMPACT <br />Funds for the Kennedy Middle School Safe Routes to School project have been <br />previously approved and appropriated in the following sources. The available balances <br />as of June 30th, 2018 are listed below. <br /> <br />Fiscal Year 2018-2019 - 262 Transportation Fund $403,683.32 <br />Fiscal Year 2018-2019 - 264 Various Transportation Grants $643,716.00 <br />Fiscal Year 2018-2019 - 285 Traffic Mitigation Fees Fund $68,093.05 <br />Fiscal Year 2018-2019 - 357 Capital Outlay Fund $538,646.07 <br /> <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the Kennedy Middle <br />School Safe Routes to School Improvements meets the California Environmental <br />Quality Act (CEQA) exemption criteria as set forth in Sections 15302 – (Replacement or <br />Reconstruction), as the replacement of sidewalk and asphalt concrete and <br />reconstruction of intersection corners are considered work with no expansion of <br />capacity in the same location, and 15303 (New Construction or Conversion of Small <br />Structures), as the Rectangular Rapid Flashing Beacon and signage would involve the <br />installation of a limited number of new small facilities or structures.
