REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />October 1, 2018 <br /> <br />SUBJECT <br />Amendment No. 1 to a Professional Services Agreement with PlaceWorks for <br />Environmental Consulting Services related to the preparation of the 1401 Broadway <br />Environmental Impact Report <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No 1 in an <br />amount not to exceed $48,130 with PlaceWorks for a total contract amount not to <br />exceed $185,183. <br /> <br />BACKGROUND <br />On October 17, 2016, the City Council approved a Professional Services Agreement <br />with PlaceWorks for the preparation of an Environmental Impact Report (EIR) for the <br />proposed Broadway Plaza project located at 1401 Broadway. The contract amount was <br />$137,053. <br /> <br />The Boradway Plaza project is proposed by Sobrato. The project consists of the <br />replacement of an existing retail strip mall located at 1401 Broadway. The new <br />development includes an office building located at 1055 Broadway with a mixed-use <br />project consisting of approximately 400 market-rate residential units, 120 affordable <br />residential units, 420,000 s.f. of office space, 26,000 s.f. of retail space including a <br />stand-alone CVS pharmacy, 10,000 s.f. child care center, public and private open <br />space, and shared underground parking. The CVS pharmacy site is known as the “Bay <br />Block” and the site of the remaining development is known as the “Broadway Block.” <br /> <br />ANALYSIS <br />As work progresses on the proposed Broadway Plaza project, PlaceWorks has <br />identified the need for additional funds. <br /> <br />The proposed project has undergone several significant changes since the original <br />contract was executed in 2016. These changes include the addition of the Bay Block, <br />relocation of proposed affordable housing units (from the Bay Block to the Broadway <br />Block), addition of proposed daycare center, and consideration of General Plan and <br />6.1.A. - Page 1
