zoning amendments (no longer necessary due to the relocation of the proposed <br />affordable housing units to the Broadway Block). The multiple design changes were <br />driven by Staff, City Council, and community input. Plan changes required multiple <br />iterations of technical documents and analysis, which were out of scope and budget. <br /> <br />The project changes identified above have caused the project timeline to lengthen, and <br />PlaceWorks’ billing rates have increased in the meantime. Updated billing rates have <br />been provided to the City and are included in this requested amendment. <br /> <br />The original contract amount for the project environmental services was $137,053. Out <br />of scope work totals $39,245 and increased billing rates total $8,885. Thus, the <br />requested contract amendment is $48,130 for a total contract amount of $185,183. <br /> <br />Project Next Steps: <br />The Draft EIR is scheduled to be released for public comments in November 2018. An <br />extended comment period will remain open through January 2019 due to the holiday <br />season. <br /> <br />The Final EIR is expected to be published in March 2019. Planning Commission review <br />and City Council final action on the FEIR and entitlements is expected to occur in April- <br />May 2019. <br /> <br />ALTERNATIVES <br />Do not approve the amendment and direct staff to work with PlaceWorks to reduce <br />costs associated with the project. <br /> <br />FISCAL IMPACT <br />Pursuant to the City’s Cost Recovery Program and an executed Reimbursement <br />Agreement, the Applicant would pay for all costs associated with the project. Staff time <br />associated with managing this contract is also reimbursed. <br /> <br />ENVIRONMENTAL REVIEW <br />Approval of this consultant agreement is not a project under the California <br />Environmental Quality Act (CEQA). <br /> <br /> <br /> <br /> <br />6.1.A. - Page 2
