6.3 Section - Ordinances (Second Reading)

A. ORDINANCE 2296 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY
ESTABLISHING MAY 1, 2006, AS THE EFFECTIVE DATE OF AMENDMENTS TO
SECTIONS 20.96 THROUGH 20.96.21 OF CHAPTER 20, ARTICLE VII, OF THE
REDWOOD CITY MUNICIPAL CODE, AS ADOPTED ON JULY 25, 2005 (First
Reading February 13,2006)

6.4 Section - Claims and Warrants

A. Approve warrants dated through March 27, 2006 and usual and necessary
payments through April 3, 2006. MINUTE ORDER 06-60

*****************************************************************************************************************************

7. STAFF REPORTS

A. Missed Collections by Allied Waste Industries

Finance Director Ponty provided an update on complaints of missed garbage and
recycling collections due to scheduling changes that occurred on February 6,
2006.

Public Comment:
Nancy Terranova, speaking as a board member of a townhouse association
located near Sequoia High School, stated that she has placed three calls to Allied
Waste to schedule a clean-up day and has received no response. She asked for
assistance with process.

Council concerns involved complaints being received but not checked for validity,
but that most concern involves area wide or blocks of missed service. Comments
included that all three recommendations would not take a great amount of time,
but that it should focus on full streets and blocks. Regarding the March 16 meeting
to discuss the request for proposal development the desire to hear a briefing
about the process, next steps, concerns and the need for guidelines was
expressed.

Recommendation:
M/S Hartnett/Ira to direct staff to: 1) review the Hilton, Farnkopf and Hobson
findings and return to Council to report and make recommendations; 2) for a
temporary period of time that a City employee(s) be assigned to both respond to
complaints of larger misses and to randomly for a temporary period of time check
in areas for major misses; 3) a briefing be made to Council regarding the Request
for Proposal process with SBWMA.

The motion passed by a unanimous voice vote by those present.
MINUTE ORDER 06-61

JOINT CITY COUNCIUREDEVELOPMENT AGENCY
MEETING MINUTES

MARCH 27, 2006
PAGE 5
