<br />B. Engine Company 9 Service Impact Report <br /> <br />Fire Chief Kohlmann provided the context to his staff report utilizing a PowerPoint <br />presentation (on file). <br /> <br />Council questions ensued regarding the drop from 85% to 82% in hitting the five <br />minute response time and any impacts in resulting service. Encouraging of <br />prevention was stated as well as the desire for staff to gather data from San <br />Mateo for the 3 months prior and after the opening of their Cinema in preparation <br />for the Retail Cinema opening in downtown. Council requested in the budget <br />package, a proposal with the price of a phased Engine 9 reinstatement. <br /> <br />Public Comment: <br />John Wise, representing the Boy Scouts of America as a merit badge counselor, <br />stated that in the audience are 12 scouts working toward their Eagle Scout badges <br />in communication. They are attending the meeting, taking notes, writing and report <br />and sending letters from their point of view on the proceedings. The two items: <br />Engine Company 9 Service Report and the Downtown Law Enforcement Plan <br />were chosen as very exciting topics by the scouts. <br /> <br />Council thanked both Chiefs Kohlmann and Bolanos for the thorough reports <br />pointing to the fact that both departments are integrated into the community and <br />when referring to the downtown plan, emergency preparedness and the <br />community as a whole, it is an integrated system. <br /> <br />C. Downtown Law Enforcement Plan <br /> <br />Police Captain Matuszak gave a summary of the retail cinema complex and <br />Courthouse Plaza project and the Jaw enforcement plan stating that 1.5 million <br />more people are expected to come to downtown Redwood City. He continued <br />explaining the plan utilizing a PowerPoint presentation (on file). <br /> <br />Council comments included that a police presence will be important with the <br />anticipate activity in the downtown and the need to know that the plan is not a <br />compromise but exactly what meets the anticipated needs. Questions about gang <br />activity before and after in San Mateo were asked. The idea of the surveillance <br />system is excellent and publicizing that information would be important because a <br />main difference is that Redwood City will have the plaza. It was also suggested <br />that an estimate might be sought to provide surveillance in the underground and <br />Marshall Street parking lots. The volunteer group concept was appreciated as a <br />positive and welcoming friendly face to Redwood City. <br /> <br />Public Comment: <br />Nancy Terranova stated that a comprehensive plan is important so that the crime <br />does not move and spread to the outlying areas given the train station proximity to <br />the downtown. <br /> <br />JOINT CITY COUNCIUREDEVELOPMENT AGENCY <br />MEETING MINUTES <br /> <br />MARCH 27, 2006 <br />PAGE 6 <br />
