7A
Page 2

The DBG has stated clearly that the Keng logo and sign program is most consistent with their
vision of downtown. Signage installed by May 15 should be consistent with the permanent
program ultimately installed. The selection of a preferred option by Council on April 3rd will
enable staff to get the initial phase or "interim" program in place by May 15 and comply with
the agreements entered into with the retail/cinema developer and theatre operator. The
"interim" or initial phase is envisioned to include directional signs for parking, as well as a
limited number of "Downtown" perimeter signs (with the logo). We do not think at this time
there will be time to fabricate and install any of the pedestrian blade signs as part of the initial
phase. It is anticipated that it will be Fall before all of the signs proposed as part of the
Wayfinding Program are fabricated and installed.

Staff also agrees that the proposed ornamentation on the wayfinding poles is not necessary
with the adoption of the Keng program.

Staff and Catalyst met with Keng's Design and representatives of the DBG on Friday, March
17. In that meeting, we agreed that if the Council supports the DBG recommendations, Keng
will work as a subconsultant to Catalyst to help finalize details of their proposal so a bid
package may be prepared for both the initial phase of signs to be in place by May 15th, as
well as fabrication and installation of the complete program by Fall, 2006.

Fiscal Impact
The services required for the preparation of the bid packages for the sign program, both the
"interim" phase and the permanent program will be incorporated into a contract with Catalyst.
It is anticipated that the cost of those services will fall within the range of the approval
authority of the City Manager. The services will continue to be funded out of Redevelopment
CIP #809-71893, "Gateways & Directional Signage", which has a balance of approximately
$218,000.

It is also anticipated that the bids for the initial phase of signs will fall within the approval
authority of staff. Staff will notify the Council via memo when those bids are received and the
cost of the work. The bid package for the fabrication and installation of the permanent
program (which will include the pedestrian blade signs to be located in the downtown core)
will come to Council at a later date for review and award of a contract.
/'"
// / ': ./
.f / 1/ . /

~ /' ?:~"; j
. .. / A,_vf (I
¡/'¡. /' /c.....
