<br />78 <br />Page 11 <br /> <br />\ <br /> <br />DOWNTOWN REDWOOD CITY <br />A Parking Management Proposal <br /> <br />The bullet points listed above offered a summary of the services we <br />propose to provide; the following section provides greater details po <br />each of these items: <br /> <br />Staffina <br /> <br />Using the new Jeffèrson 'garage as a base of operations, we propose <br />to provide a high~qualitY workforce $:iuring aU operating hours. In fact, <br />even though the parking facilities will be open a total of 147 hours per <br />week, weare recommending 164 hours of weekly staffing (a ratio of <br />1: 1- 11) to ensure that there are sufficient personnel on-site to respond <br />in real-time to any situation which may arise. <br /> <br />We can 'imagine City pef$onnel reviewing this proposal thinking. <br />'Ampco's approach defeats the entire purpose of putting ¡nail that <br />automated equipment/' The realitY is that by installing auíomatèd <br />equipment, the City will dn¡stically reduce the level of staffing required <br />to properly operate these facilities, but will not eliminate the need for <br />staffing. <br /> <br />Thatsaid,our approach is a concept for discussion: We are proposing <br />to staff during all operating hours, primarily asacustomer~service <br />strategy. If the City feels that they really don't need to have anyone <br />on-site available to respond to something that happens in the early <br />morning hout$or late at night, we can certainly revise bur proposal in <br />favor of some sort of on~call arrangement. <br /> <br />But being Ampco System Parking, a recogniZed industry leader in <br />sophisticated parking management applications, we are expected to <br />know how these things should be handled, so we propose what we <br />beJieve to be best praáicein a given situation - not necessarily what is <br />the cheapest, although in the~ fiscally restrained times we recognize <br />that cost plays an important role too. This proposal suggests what we <br />consider is the best way to operate these faci6ties for the good of the <br />City and the parking public. but we look forward to discussing any <br />a~mative operating method01ogy which fits the City~s fiscal model. <br /> <br />Although all facilities will have automated pay stations, we think <br />humans play an important role tn the overall acceptance and usage of <br />such equipment Over time, it may be possibJè to rely more and more <br />on the automated equipment during non-peak operating hours, but for <br />the first year of operation, we have assumed that we need to staff <br />during äll operating hbul'$. for the convenience of patrons. <br /> <br />Ampco System Parking <br />Page 7 <br />
