Recommendation: <br />M/S Bain /Howard to: <br />1. Approve Amendment No. 1 to the Agreement with DPR Construction, Inc <br />for providing CM /GC Services for Phase II of the Historic Courthouse <br />Reconstruction, Courthouse Square, for an additional $5,410,291.00, which <br />includes the Final Agreed Price (FAP) of $5,210,291.00 for the construction of <br />Courthouse Square (Phase II) and $200,000 to construct a new downtown <br />restroom facility. <br />2. Adopt a Resolution approving a budget amendment of $1,000,000.00 from the <br />Capital Project Fund to cover the deficit in the Courthouse Square project's <br />budget. <br />RESOLUTION 14697 TO APPROVE A BUDGET AMENDMENT OF $1,000,000 <br />FROM THE CAPITAL PROJECT FUND (CPF) TO THE COURTHOUSE SQUARE <br />PROJECT BUDGET <br />The motion passed by a unanimous roll call vote. (304) MINUTE ORDER 06 -53 <br />C. Priority Setting Session (continued from February 6, 2006) <br />Mayor Pierce introduced the session with an understanding of accomplishments <br />and challenges over 2005 and stated some of the many accomplishments that <br />have hit on the areas of importance to both the residents and the City Council. <br />She stated that the policy of the Council over the last few years of budget deficits <br />has worked to make cuts within our programs and use reserves. Going into the <br />next budget cycle, the budget is status quo, there are no additional resources. Any <br />priorities that demand resource allocation must be made up from taking funds <br />from something else, developing new revenues or tapping into reserves. <br />Facilitator Shauna Wilson of PCRC stated that the first phase is the opportunity <br />for each Council Member to champion a theme or an area of concern. Discussion <br />might occur on what may need to be addressed immediately and some items that <br />may need postponing or elimination. Ongoing focus long term items should be <br />discussed. <br />Public Comment: <br />Larry Aikens, representing the Port of Redwood City, urged the City to make <br />establishment of a ferry service in Redwood City a priority and one that is viewed <br />completely separate from rail transit. He stated that the Port would like to assist in <br />making it a priority that is easy to attain and that Council Member Howard has <br />worked diligently since 1998 to bring the future ferry service to the city.
