<br />Marshall Street parking lots. The volunteer group concept was appreciated as a <br />positive and welcoming friendly face to Redwood City. <br /> <br />Public Comment: <br />Nancy Terranova stated that a comprehensive plan is important so that the crime <br />does not move and spread to the outlying areas given the train station proximity to <br />the downtown. <br /> <br />Council Member Hartnett stated in making the recommendation, he is hoping that <br />a large portion of the funding will come from the parking management fund. As <br />with the Fire Engine 9 reinstatement, there will be significant General Fund impact <br /> <br />Recommendation: <br />M/S Hartnett/Ira to approve the hiring of three police officers, three part time <br />parking enforcement officers and overtime funds to provide enhanced police <br />services to support the revitalization of downtown. (706) MINUTE ORDER 06-62 <br /> <br />8. PUBLIC HEARING <br /> <br />A. Transportation Impact Fee Ordinance Amendment - Deletion of the Three <br />Vacancy Limit for Credits <br /> <br />Traffic Engineer Haygood explained the reason for the amendment to the <br />Transportation Impact Fee. <br /> <br />Council asked various questions. <br /> <br />Mayor Pierce opened the public hearing. <br /> <br />Public Comment: <br />Bill Devine, representing the Aho family who are owners of the Emerald <br />Market, stated the market's presence will do much in keeping traffic in the <br />area rather than onto EI Camino Real. He stated that the surveys in the <br />neighborhood about the opening of the market produced positive remarks. <br />He further requested approval of an early pick-up of building permits in <br />order to begin construction and move forward based on the ordinance <br />amendment provisions, if approved by Council. He cited monetary <br />concerns related to potential delays related to weather should the <br />applicants need to wait for the ordinance to be in place. He further thanked <br />the Council and staff for the time and effort on this subject. <br /> <br />M/S Ira/Howard to close the public hearing.
