Park and Recreation Commission Page 2 <br />Minutes of March 22, 2006 <br /> <br />Joan asked the Commission to provide her with Comments/Concerns as well <br />as Commission Goals for the proposed park development ordinance. She <br />also asked for comments from the audience. <br /> <br />Comments/Concerns <br />? <br />Want to increase current standard of 3 acres per 1,000 residents. Are <br /> <br />we limited to this standard or can we go higher? <br />? <br />How will our fee be regulated? Palo Alto ties theirs to CPI and <br /> <br />performs annual analysis. Will we tie ours to an index? What <br />indicators will be used? Will fair market value be used? <br /> <br />Commission Goals <br />? <br />Apply PDO to both residential and commercial development (address <br /> <br />daytime wear and tear to parks) <br />? <br />Need more information on affordable housing to determine if it should <br /> <br />be exempted from the PDO fee <br />? <br />Create mix of new parkland; active, open space, sports complex <br /> <br />? <br />Need parks and services in low income areas <br /> <br />? <br />Mix of parks should be responsive to diversity, changing population <br /> <br />? <br />Fee process should have clarity, equity, uniformity <br /> <br />? <br />Provide internal standard on use of PDO fees <br /> <br />? <br />Remain competitive with fees so we are attractive to development <br /> <br />? <br />Any land dedicated to City by developer should be of value to <br /> <br />community <br /> <br />Director Centeno announced that a more detailed report will be brought back <br />to the Commission at their April meeting. After the Commission approves <br />the recommended Park Development Ordinance, it will go to the Planning <br />Commission and then to City Council, probably in July. <br /> <br />The Commission took a short recess at 8:47pm and the meeting was called <br />back to order at 9:00pm. <br /> <br />ITEM 2 – APPROVAL OF SYNTHETIC FIELDS PROJECT <br /> <br />Superintendent Hover presented the final designs of the athletic field <br />renovations at Griffin, Bechet, McGarvey, Mitchell, Hawes, Marlin and <br />Sandpiper fields. He stated that a field user meeting was held on March 9 <br />and twelve groups attended the meeting and gave input on the field designs. <br />Superintendent Hover stated the first renovations will begin in July 2006. <br />Director Centeno noted that we will see reduced revenues in adult sports <br />next year due to the renovation project. <br /> <br />M/S Swope/Joseph: To approve the proposed field designs and <br />move forward with the project. <br />Motion passed. <br /> <br />
