Powers & Assoc. • Dudek • ICF • ESA 18 proposals for environmental services were received • First Carbon Solutions • Hatch • IEC • LSA • Michael Baker International • MIG • Pacific Legacy • Panorama • Placeworks • Stantec • Urban Planning Partners Staff reviewed the proposals for criteria listed on the RFQ, including sufficient personnel and resources, in-depth experience, experience with exemptions, knowledge of recent changes and requirements for CEQA law, and overall quality of the presentation of the proposal. Based on this criteria, the City selected the top two for on-call agreements based on their meeting the qualifications. These consultants are Stantec and Michael Baker International. The remaining consultants were placed on a qualified list that the City can access if additional projects arise that may be beyond the scope of the agreement. Staff is requesting that the City Council execute two agreements: an agreement with Stantec for $300,000 and a separate agreement with Michael Baker International for $300,000. Once the contracts are executed, the consultants will be used as needed and chosen for a project based on the firm's expertise. Staff would request that these firms provide a scope and budget based on the requirements for a particular project. Staff may approve one of the proposals, and issue a task order to the on-call contract. On-call consultants are not guaranteed work, but are available as needed for work up to the contracted amount. The other qualified firms may also be requested to bid for work on a particular project, but separate contracts would need to be prepared and approved if any of these consultants are selected. ALTERNATIVES Do not authorize execution of the on-call agreements and direct staff to pursue alternate means of environmental review for development proposals.
