6.1.A. - Page 2 <br />In response to the City's RFQ, <br />from the following firms: <br />• AECOM <br />• AES <br />• David J. Powers & <br />Assoc. <br />• Dudek <br />• ICF <br />• ESA <br />18 proposals for environmental services were received <br />• First Carbon <br />Solutions <br />• Hatch <br />• IEC <br />• LSA <br />• Michael Baker <br />International <br />• MIG <br />• Pacific Legacy <br />• Panorama <br />• Placeworks <br />• Stantec <br />• Urban Planning <br />Partners <br />Staff reviewed the proposals for criteria listed on the RFQ, including sufficient personnel <br />and resources, in-depth experience, experience with exemptions, knowledge of recent <br />changes and requirements for CEQA law, and overall quality of the presentation of the <br />proposal. <br />Based on this criteria, the City selected the top two for on-call agreements based on <br />their meeting the qualifications. These consultants are Stantec and Michael Baker <br />International. The remaining consultants were placed on a qualified list that the City can <br />access if additional projects arise that may be beyond the scope of the agreement. Staff <br />is requesting that the City Council execute two agreements: an agreement with Stantec <br />for $300,000 and a separate agreement with Michael Baker International for $300,000. <br />Once the contracts are executed, the consultants will be used as needed and chosen <br />for a project based on the firm's expertise. Staff would request that these firms provide a <br />scope and budget based on the requirements for a particular project. Staff may approve <br />one of the proposals, and issue a task order to the on-call contract. On-call consultants <br />are not guaranteed work, but are available as needed for work up to the contracted <br />amount. The other qualified firms may also be requested to bid for work on a particular <br />project, but separate contracts would need to be prepared and approved if any of these <br />consultants are selected. <br />ALTERNATIVES <br />Do not authorize execution of the on-call agreements and direct staff to pursue alternate <br />means of environmental review for development proposals. <br />
