6.1.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 24, 2018 <br />SUBJECT <br />Agreements with Stantec and Michael Baker International for On -Call Environmental <br />Consulting Services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute agreements for on-call <br />environmental services with Stantec for a cost not to exceed $300,000 and with Michael <br />Baker International for a cost not to exceed $300,000. <br />BACKGROUND <br />Historically, the Community Development Department (CDD) has maintained contracts <br />with several consultants to provide various on-call services. In some cases, this is to <br />provide additional assistance during peak periods of development activity, and in other <br />cases, such as major environmental review, it is to conduct specialized analyses that <br />cities typically do not conduct in house. For example, the City has had agreements in <br />place with David J. Powers & Associates as well as LSA to assist the City in providing <br />on-call California Environmental Quality Act (CEQA) review services. Those <br />agreements were approved by the City Council in 2015. <br />Due to the volume of projects requiring major environmental review, the City issued a <br />Request for Qualifications (RFQ) in July 2018 to identify consultants with expertise in <br />CEQA reviews. The number of projects requiring environmental review had exceeded <br />the capacity of existing on-call contracts, and staff sought new proposals to ensure that <br />we received quality services at competitive prices. <br />ANALYSIS <br />Using CEQA consultants is an efficient and effective use of resources, allowing the <br />Department to quickly access needed technical skills and address fluctuations in <br />workload. On-call contracts are particularly efficient as they allow staff to quickly bring <br />on consultant help for individual projects under the umbrella of pre-existing contract <br />terms. <br />
