6.1.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager September 24, 2018 SUBJECT Agreements with Stantec and Michael Baker International for On -Call Environmental Consulting Services RECOMMENDATION By motion, approve and authorize the City Manager to execute agreements for on-call environmental services with Stantec for a cost not to exceed $300,000 and with Michael Baker International for a cost not to exceed $300,000. BACKGROUND Historically, the Community Development Department (CDD) has maintained contracts with several consultants to provide various on-call services. In some cases, this is to provide additional assistance during peak periods of development activity, and in other cases, such as major environmental review, it is to conduct specialized analyses that cities typically do not conduct in house. For example, the City has had agreements in place with David J. Powers & Associates as well as LSA to assist the City in providing on-call California Environmental Quality Act (CEQA) review services. Those agreements were approved by the City Council in 2015. Due to the volume of projects requiring major environmental review, the City issued a Request for Qualifications (RFQ) in July 2018 to identify consultants with expertise in CEQA reviews. The number of projects requiring environmental review had exceeded the capacity of existing on-call contracts, and staff sought new proposals to ensure that we received quality services at competitive prices. ANALYSIS Using CEQA consultants is an efficient and effective use of resources, allowing the Department to quickly access needed technical skills and address fluctuations in workload. On-call contracts are particularly efficient as they allow staff to quickly bring on consultant help for individual projects under the umbrella of pre-existing contract terms.
