E. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 22, 2018 <br />SUBJECT <br />Response to Civil Grand Jury Report: "Smoke -Free Multiunit Housing: No ifs, Ands, Or <br />B utts" <br />RECOMMENDATION <br />By motion, approve the City's response to the July 26, 2018 Grand Jury Report entitled <br />"Smoke -Free Multiunit Housing: No ifs, Ands, Or Butts" and authorize the Mayor to <br />execute and transmit the response provided in Attachment 1 <br />BACKGROUND <br />On July 26, 2018, the San Mateo County Civil Grand Jury filed a report containing <br />findings and recommendations regarding ordinances that relate to banning smoking in <br />multi -unit housing (MUH). The report includes findings and recommendations related to <br />the City of Redwood City's ordinance. As one of the agencies affected by the Grand <br />Jury Report, the City is required to prepare a response to the findings and <br />recommendations, consider the response at a public meeting, and submit the response <br />by October 24th 2018. <br />The Grand Jury Report generally examines the how effectively multiunit smoking <br />ordinances protect San Mateo County residents from second hand smoke. The <br />discussion includes information regarding the harmful effects of second-hand smoke <br />and the reasons why San Mateo County residents living multiunit housing are <br />significantly susceptible to the impacts of second-hand smoke coming from nearby <br />units. The report also lists the cities with adopted ordinances (including Redwood City), <br />and covers potential educational improvements that can be made by the Tobacco <br />Prevention Program (TPP) and Tobacco Education Program (TEP). Finally, the report <br />recommends reporting, tracking and awareness improvements that cities can make to <br />improve the effectiveness of adopted ordinances. <br />The City of Redwood City adopted a "smoke-free" multiunit smoking ordinance in late <br />2017.
