6. 1. E. - Page 2 <br />Redwood City's ordinance are in effect now, others do not go into effect until January <br />2019. The Grand Jury Report's recommendations, as well as the City of Redwood City's <br />responses, are outlined in the response letter attached to this staff report. <br />ANALYSIS <br />Staff has reviewed the Grand Jury's findings and recommendations and has prepared a <br />letter for the Mayor's signature in response to the Grand Jury Report. The response <br />demonstrates the City is supportive of the implementation recommendations made in <br />the report. In fact, many of the improvements have already been made, or are in the <br />process of being completed. <br />Grand Jury Findings: <br />As noted above, the City is required to respond to each finding in the report, stating <br />whether the City agrees with the finding, or disagrees wholly or partially with the finding. <br />F1: Since 1967, exposure to secondhand smoke has killed approximately 2.5 million <br />nonsmokers of all ages in the United States <br />City Response: Agree based on data presented. <br />F2: Enforcement officers report that their primary focus when responding to MUH <br />smoking violation complaints is to educate alleged smokers regarding the requirements <br />of the smoking ordinances, and that most alleged smokers report being unfamiliar with <br />the requirements of the ordinance. <br />City Response: Partially disagree. The City of Redwood City has not yet been involved <br />in enforcement action, therefore it would difficult to fully agree with this finding without <br />having direct experience. <br />F3: The Belmont, Brisbane, Daly City, Redwood City, San Bruno, and the County of <br />San Mateo MUH smoking ordinances expressly prohibit retaliation against individuals <br />who report a violation; however, the MUH smoking ordinances for Burlingame, Foster <br />City, the City of San Mateo, and South San Francisco do not. <br />City Response: Agree for Redwood City's ordinance. <br />
