E. - Page 16 <br />Through interviews with local law and code enforcement officers, the San Mateo County Civil Grand <br />Jury (the Grand Jury) learned that many of these jurisdictions have not adequately educated residents <br />about their rights and obligations under multiunit housing smoking ordinances. At the time their <br />ordinances were adopted, most of these jurisdictions conducted limited public outreach to residents, <br />and even now, the jurisdictions' online resources detailing tenants' rights and reporting methods are <br />difficult to access. Local officials also indicated that enforcement of their ordinances is constrained by <br />the need to observe smoking violations in progress. 10 <br />The Tobacco Prevention Program and the Tobacco Education Coalition are the two local entities that <br />educate residents regarding the health effects of smoking, including secondhand smoke. The Tobacco <br />Prevention Program is a part of the County's Health System and is charged with educating the <br />community about tobacco -related health and policy issues. The Tobacco Education Coalition is a <br />community-based group supported by the Tobacco Prevention Program that engages in advocacy <br />relating to reducing the public's use of and exposure to tobacco. Both organizations assist cities that <br />are considering smoking restrictions for their multiunit housing properties.
