6.1.E. - Page 17 <br />GLOSSARY AND ABBREVIATIONS <br />California Healthcare, Research and Prevention Tobacco Tax Act (Proposition 56 or Prop. <br />56): A 2016 California state law increasing the excise taxes on tobacco products, including e - <br />cigarettes, by $2. <br />California Tobacco Tax and Health Protection Act (Proposition 99 or Prop. 99): A 1988 <br />California state law which created a statewide, comprehensive tobacco control program funded <br />through a twenty -five -cent tax on tobacco products. <br />Electronic Smoking Devices (ESDs): Devices containing a nicotine -based liquid that is vaporized <br />and inhaled, used to simulate the experience of smoking tobacco. ESDs are also used as <br />alternatives to smoking marijuana. <br />Jurisdictions: The jurisdictions that have adopted multiunit housing smoking ordinances: <br />Belmont, Brisbane, Burlingame, Daly City, Foster City, Redwood City, San Bruno, San Mateo, <br />South San Francisco, and the County of San Mateo (for its unincorporated areas only). <br />Multiunit Households (MUM: A classification of housing where multiple separate housing units <br />for residential inhabitants are contained within one building. There are currently almost 114,000 <br />MUHs in the county. <br />Secondhand Smoke (SHS): The combination of smoke generated by cigarettes (or other ignited <br />plant material for the purpose of inhalation) as well as the smoke exhaled by the smoker. <br />Thirdhand smoke (THS): The toxic particulate residue from smoke that clings to walls, fabrics, <br />carpets, and other furnishings, lingering on surfaces after active smoking has ceased. <br />Tobacco Prevention Program (TPP): The County of San Mateo Health System established the <br />TPP in 1989 as part of the statewide network to educate the community on tobacco -related health <br />and policy issues. <br />Tobacco Education Coalition (TEC): A community-based group, established per Proposition 99, <br />for the purpose of improving public health by reducing the use of tobacco products in the county. <br />BACKGROUND <br />Secondhand Smoke <br />Secondhand smoke (SHS), also known as "involuntary" or "passive" smoke, is a combination of <br />smoke generated by cigarettes (or other ignited plant material for the purpose of inhalation) as well as <br />the smoke exhaled by the smoker. 12 Cigarette smoke contains more than 7,000 chemicals, including <br />12 The Health Consequences of Involuntary Exposure to Tobacco Smoke.
