E. - Page 20 <br />According to the UCSF Center for Tobacco Control Research and Education: <br />Infants and small children are likely to have more exposure to THS than adults because <br />THS contaminates house dust and surfaces. Infants and children spend more time on the <br />floor, have frequent hand to mouth behaviors, explore objects in the environment with <br />their mouth, put non-food items in their mouths, engage in active play at home, and <br />breathe in more dust -contaminated air than adults, in relation to their body size. 25 <br />Electronic Cigarette Aerosol (or Vapor) <br />Electronic Smoking Devices (ESDs or e -cigarettes) emerged in the U.S. in 2007, as alternatives to <br />smoking tobacco and marijuana. Use of e -cigarettes is commonly referred to as "vaping." They quickly <br />became popular, in part due to efforts of manufacturers to attract young buyers through tactics such as <br />bubblegum and fruit flavorings. 26 While e -cigarettes and similar devices do not produce tobacco or <br />marijuana smoke, the vapor they emit is also harmful. It contains particulates, propylene glycol or <br />vegetable glycerin, nicotine (in the case of tobacco), metals and other toxins. 27 <br />San Mateo County Health System's Responses to Secondhand Smoke <br />Tobacco Prevention Program <br />In 1988, the California Tobacco Tax and Health Protection Act (Prop. 99) was passed by the voters, <br />creating a statewide, comprehensive tobacco control program. Prop. 99 levied a twenty -five -cent tax <br />on tobacco products and placed new restrictions on the sale of tobacco. With the revenue generated by <br />this initiative, the County established the Tobacco Prevention Program (TPP) in 1989 as part of the <br />statewide network to educate the community on tobacco -related health and policy issues. 2' The TPP's <br />2014-2017 Program Goals and Interventions 29 included: <br />• Reducing exposure to secondhand smoke by implementing smoke-free multiunit housing <br />policies <br />• Engaging youth in tobacco control and amending tobacco retail ordinances to broaden the <br />definition of tobacco product <br />• Reducing the availability of tobacco by eliminating tobacco sales in pharmacies/health care <br />settings <br />25 "Frequently Asked Questions," University of California San Francisco.
