6.1.H. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 22, 2018 <br />SUBJECT <br />Amendment No. 4 to Design Professional Agreement with WRECO for the U.S. <br />Highway 101 Pedestrian Undercrossing Project <br />RECOMMENDATION <br />By motion, approve Amendment No. 4 to Design Professional Agreement with WRECO <br />and authorize the City Manager to execute the amendment in the amount of $84,368.00 <br />for a total of $613,543.50 <br />BACKGROUND <br />On October 17, 2012, the City executed an agreement with WRECO for design and <br />construction support services for the U.S. Highway 101 Pedestrian Undercrossing <br />Project (Bair Island Road to Convention Way). The project will include a pedestrian link <br />between housing in the Bayfront areas east of U.S. Highway 101 and the Downtown <br />area. <br />On January 18, 2013, the City executed Amendment No. 1 to the agreement to include <br />an expanded path area over a City -owned property, a creek overlook, and additional <br />environmental review and supporting documents. On January 3, 2014 the City executed <br />Amendment No. 2 to the agreement to include additional electrical design, railing <br />installations, easement documents and cathodic protection. On April 25, 2016, the City <br />Council adopted the Initial Study and Mitigated Negative Declaration for the project. <br />Last year on October 26, 2017 the City executed Amendment No. 3 to the agreement to <br />facilitate additional design, documentation and reporting required due to Caltrans <br />regulations for projects expected to exceed $1 million within their right-of-way, called the <br />Permit Engineer's Evaluation Report (PEER) review process. Amendment No. 3 also <br />included additional utility coordination, as well as exhibit preparation and construction <br />monitoring for compliance with permits from the Regional Water Quality Control Board, <br />California Fish and Wildlife, and Army Corps of Engineers. <br />
