6. 1. H. - Page 2 <br />On September 26, 2018, Caltrans issued the final of four required regulatory permits <br />required to construct the project. Utility relocation has been ongoing at the site and is <br />expected to be finished by the end of the year. <br />ANALYSIS <br />While the project was under review by Caltrans, additional design changes were <br />identified to address conflicts with underground utilities and to respond to comments <br />from Caltrans. In two particular cases surrounding conflict with an underground water <br />main and the location of maintenance gates, WRECO would be required to provide <br />additional effort to address the conflicts and comments. In order to facilitate review by <br />Caltrans without delay to the project, WRECO worked with staff to complete the <br />additional design changes within the budget allocated for construction support in the <br />original agreement. With the proposed amendment WRECO would be able to continue <br />to provide services to the level of construction support included in the original <br />agreement, approximately 191 staff hours. <br />Similarly, while undergoing review by Caltrans, construction support needs were <br />identified for the construction phase of the project over and above the scope included in <br />the original agreement. Construction documents such as requests for information, <br />material testing, plan revisions, material submittals, change orders, instruction bulletins, <br />and other project documentation will require additional documentation and oversight by <br />Caltrans. The proposed amendment would provide an additional budget for 402 staff <br />hours of construction support in additional to the 191 staff hours included in the original <br />agreement. <br />Finally, the proposed amendment will include budget for value engineering to allow for <br />cost-saving plan revisions upon further feasibility review by the project's construction <br />management team. Hourly rates within the agreement have been updated to reflect <br />WRECO and its sub -consultants' current hourly rates. <br />Staff is additionally procuring a third party construction management team to provide <br />project management and inspection services during the construction phase of the <br />project. Bid advertisement for construction of the project will be posted later this year, <br />with construction anticipated to begin Spring 2019 and conclude in Fall 2019, <br />accommodating project -specific regulatory work windows that require creek -adjacent <br />work to occur only between June and October each year. <br />ALTERNATIVES <br />The City Council may choose not to authorize the execution of Amendment No. 4 with <br />WRECO and direct staff to modify the terms or allow services to conclude once the <br />existing budget has been utilized. <br />
