6.2.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 22, 2018 <br />SUBJECT <br />Amendment to the City's Classification and Salary Plan <br />RECOMMENDATION <br />Adopt a Resolution amending the City's Classification and Salary Plan to establish the <br />classifications of Assistant Parks, Recreation and Community Services Director and <br />Capital Improvement Program Manager, and amend salary alignment of Human <br />Resources Manager, Information Technology Manager and Financial Services Manager <br />classifications. <br />BACKGROUND <br />In support of the City Council's strategic initiative of efficient government operations, <br />staff periodically review operating departments' organization seeking opportunities to <br />combine or restructure functions for increased effectiveness and efficiency. <br />Assistant Parks, Recreation and Community Services (PRCS) Director: In early FY <br />2017-2018, a full-time position in the classification of Parks, Recreation and Community <br />Services (PRCS) Manager became vacant providing the opportunity to analyze the <br />needs and strategic direction of the City's Parks, Recreation and Community Services <br />(PRCS) Department. <br />Capital Improvement Program (CIP) Manager: Funding for this new position was <br />approved as part of the Fiscal Year 2018-2019 Adopted Budget in order to provide the <br />optimal level of fiscal oversight and analysis of capital projects, have the most effective <br />impact on City operations, and facilitate enhanced communication between <br />departments in relation to capital projects. <br />Administrative Services Department (ASD) Managers: In FY 2018-19, staff analyzed the <br />salary ranges for three ASD mid -manager positions (Financial Services Manager, <br />Human Resources Manager, and Information Technology Manager) and determined <br />that parity in the salary ranges is appropriate as the three positions perform similar <br />
