6.2.A. - Page 2 <br />management duties and division oversight, and all three positions have a citywide <br />impact. <br />ANALYSIS <br />Assistant PRCS Director: The City's Financial Sustainability Plan required that <br />departments meet specific budget reduction goals for Fiscal Year 2018-19. The PRCS <br />Department reviewed its available vacancies across divisions, and considered <br />opportunities to consolidate positions and restructure duties and supervision to meet the <br />budget reduction goals. When one of the PRCS Manager positions became vacant <br />through a retirement, PRCS developed a restructuring plan that provides the <br />department with additional oversight from a new division head, an Assistant Parks, <br />Recreation and Community Services Director, while also eliminating certain vacant <br />positions and meeting the Department's cost reduction goals. Creation of this <br />classification will allow for better alignment of the department's resources with the <br />needs of the community and strategic goals of the City. <br />The Assistant PRCS Director will be responsible for the direct and indirect supervision <br />of management, professional, skilled, administrative support, and temporary/seasonal <br />staff. The position will also be responsible for overall coordination of activities of the <br />Department, and will report to the PRCS Director. In addition to providing much needed <br />highly responsible and complex administrative support to the Director, the Assistant <br />PRCS Director will plan, direct and evaluate programs and services of the Department, <br />and will serve as Acting Director in the Director's absence. This new classification will <br />be included in the Executive Management group. Due to insufficient matching <br />classifications within comparable agencies, the proposed salary is aligned internally with <br />the Assistant Public Works Director. The proposed salary is $11,273-$15,219/month. <br />CIP Manager: The CIP Manager would assist the Administrative Services Department, <br />Community Development Department, and Public Works Services Department in <br />making accurate fiscal projections and budget recommendations on capital projects, as <br />well as oversee development, production and assessment of the Fire -Year CIP budget <br />document. The CIP Manager will lead the development and production of the Five -Year <br />CIP budget, and will work closely with departments in making recommendations on <br />capital projects to include in the CIP document. The position also will track potential <br />revenue sources, particularly for capital -related grant funding, work on efforts to issue <br />debt for capital projects, and will help form recommendations to reduce general liability <br />costs related to the City's capital infrastructure.
