B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 22, 2018 <br />SUBJECT <br />Approve Agreement for with Host Compliance for Short Term Rental Compliance and <br />Monitoring Services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Services Agreement <br />between Host Compliance and the City of Redwood City for Short Term Rental <br />Compliance and Monitoring for a one-year term for $29,929.60, and authorize the City <br />Manager to extend the term for four additional one-year periods at $29,929.60 per year, <br />for a total of five years and $149,648. <br />BACKGROUND <br />On January 8, 2018, staff presented to the City Council a proposal to amend the <br />Municipal Code and Zoning Ordinance concerning short-term rentals. The City Council <br />waived the first reading and introduced two ordinances to regulate short-term rentals. <br />On February 26, 2018, the City Council waived the second reading and adopted the <br />City code amendments, and reintroduced the Zoning Ordinance amendments to add <br />language limiting the number of listings allowed at any one time in a residence. On <br />March 26, 2018, the City Council waived the second reading and adopted the Zoning <br />Ordinance amendments. Collectively, the amendments: <br />- Defined what would be considered short-term rentals; <br />- Established specific operating procedures for short-term rentals such as: <br />o Limiting listings to 2 per residence, with individual listings not to exceed a <br />total of more than 120 days per calendar year; and <br />o Prohibiting rentals from being used for special events which have the <br />potential to cause traffic, parking, noise, or other problems; <br />- Established rules for registration and renewals, including the payment of <br />registration fees; and <br />- Clarified the pre-existing requirement for short-term rental hosts to pay Transient <br />Occupancy Taxes (TOT). <br />
