7.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 22, 2018 <br />SUBJECT <br />Award of Contract — Whipple Avenue and Iris Street Enhanced Crossing Project <br />RECOMMENDATION <br />Hold public hearing on the removal of the marked crosswalk across Whipple Avenue at <br />Woodstock Place and by motion: <br />1. Approve the contract documents and award the standard form construction contract <br />for the Whipple Avenue and Iris Street Enhanced Crossing Project to Golden Bay <br />Construction, Inc. of Hayward, California for their responsive and responsible low base <br />bid of $127,525.66; <br />2. Authorize the City Manager to execute the contract and increase the contract <br />amount, if necessary, up to 10% of the amount awarded, not to exceed $140,278.23; <br />and <br />3. Find that the project is exempt from the California Environmental Quality Act (CEQA) <br />under CEQA Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement <br />or Reconstruction). <br />BACKGROUND <br />In 2015, when the City was in the planning process associated with resurfacing Whipple <br />Avenue, nearby residents expressed concerns about traffic and pedestrian safety on <br />Whipple Avenue. Through the overlay project that year, many of their concerns were <br />able to be addressed by the addition of new high visibility crosswalks, additional curb <br />ramps, and improved signage. However, some of the concerns required additional <br />discussion and could not be addressed solely by the paving project. <br />These concerns involved the speed of traffic on Whipple Avenue in general and the <br />location of an uncontrolled crossing (a crosswalk without a stop sign or stoplight) at <br />Whipple Avenue and Woodstock Place. Both of these items required additional <br />discussion and analysis. City staff held two neighborhood meetings to discuss these <br />concerns and potential solutions. <br />
