7.A. - Page 2 <br />The initial meeting was held on September 9, 2015. At the meeting staff shared traffic <br />data and discussed with the residents potential treatments that could be used to <br />address their concerns. Approximately 40 residents attended the first meeting and <br />provided feedback to staff to develop improvements for the street. <br />A follow-up meeting was held on December 16, 2015 to discuss the proposed solutions. <br />At the December meeting, residents overwhelmingly supported the installation of a <br />beacon system for a crosswalk on Whipple Avenue near Woodstock Place. In addition, <br />they supported the installation of speed feedback signs on Whipple Avenue to alert <br />drivers to their speeding. The one issue that the residents did not have a strong position <br />on was the exact placement of the crossing on Whipple Avenue. Staff agreed to <br />conduct an analysis of the nearby intersections and determine the best location for the <br />crossing. <br />Following the community meeting, City staff developed a project and installed a speed <br />feedback sign on Whipple Avenue in 2016. Staff also retained the services of a traffic <br />consultant to conduct the analysis of the intersections to determine the preferred <br />location for the improved crossing on Whipple Avenue near Woodstock Place. <br />This analysis was completed in early 2017. From the study, it was determined that the <br />existing pedestrian crossing at Whipple Avenue and Woodstock Place should be <br />relocated to the nearby intersection of Whipple Avenue and Iris Street for increased <br />safety of pedestrians. <br />With the crossing location determined, staff retained the services of a consultant to <br />design the enhanced crossing at Whipple Avenue and Iris Street. This design was <br />completed in the first half of 2018 and was advertised for construction in July 2018. <br />ANALYSIS <br />California Vehicle Code 21950.5 requires that the public be given 30 days' notice of the <br />removal of an existing marked crosswalk. Due to the included enhancements at the new <br />crosswalk at Iris Street, staff recommends removing the existing marked crosswalk at <br />Woodstock Place. The new crossing will be the preferred crossing location along this <br />section of Whipple Avenue and removal of the marked crosswalk will encourage people <br />walking to choose it over Woodstock Place. While staff is not recommending a formal <br />closure of the crosswalk at Woodstock Place (which would require a barrier), removing <br />the markings will serve to discourage crossings. As required by State law, notice of this <br />proposed removal was posted at the intersection, and notice was also published in a <br />local newspaper 30 days in advance of today's hearing. <br />
