B. - Page 5 <br />likely result in the selection of the same firm due to the firm's qualifications but <br />would also raise the cost for compliance as firms generally work in the <br />additional cost of responding to RFPs in their proposals. <br />FISCAL IMPACT <br />Staff negotiated a five-year contract for a total sum of $149,648 at an annual cost of <br />$29,929.60. The basis for the cost is an assumption that there were approximately 600 <br />short-term rental listings based on data Host Compliance collected for Redwood City. <br />The cost of this contract, managing the contract, and administrative time related to <br />ensuring compliance with the City's short-term rental zoning ordinance will be fully <br />borne by registration fees. The zoning ordinance regarding regulations relating to <br />short-term rentals allows for the City to establish fees for registration in an amount set <br />by resolution of the City Council. Should the City Council approve of this agreement, <br />staff will present a fee for City Council consideration at a later date. <br />After the platform is established and running, staff will evaluate the staff time involved <br />with managing the contract and administering the short-term rental compliance. Staff <br />will then calculate and recommend a registration fee for City Council approval based <br />on the above information by January 2019. This will allow for registration fees to be in <br />effect by March 26, 2019. <br />When the City Council adopted the Zoning Ordinance amendments on March 26, <br />2018, they included a one-year amnesty period from the ordinance effective date for <br />short-term rental hosts to get into compliance (Section 31.3.H of the Zoning Code). <br />This applies to operating standards, registration, and fees; however, hosts are still <br />subject to making TOT payments. <br />ENVIRONMENTAL REVIEW <br />This action is not a "project" within the meaning of the California Environmental Quality <br />Act (CEQA) because the purchase will not cause a direct physical change in the <br />environment or reasonably foreseeable indirect physical change in the environment. <br />(Public Resource Code § 21065; Guidelines § 15378) <br />
