6. 1. B. - Page 4 <br />- Malibu issued an RFP for Short -Term Rental Administration on October 25, <br />2017. The structure and schedule of Malibu's RFP is consistent with many of <br />Redwood City's RFPs. The RFP closed on December 1, 2017 and awarded a <br />contract, which is still active, to Host Compliance on February 12, 2018. <br />- The Scope of Work Malibu sought for short-term rental administration are all the <br />services Redwood City would have sought to gain through an RFP. This <br />includes: <br />o A web- and mobile- platform that enables online registration and tax <br />collection <br />o Neighbor complaint support in the form of a 24/7 hotline and online <br />complaint forms, which would then be provided to the City's code <br />enforcement team <br />o Verification and validation of eligibility and applicant documents <br />o Monthly monitoring of short-term rental listings on more than 50 short- <br />term rental platforms such as Airbnb, VRBO, Craigslist, etc. <br />o Address identification and the ability to take high-resolution screenshots <br />of active listings collected on a weekly basis <br />o Ongoing monitoring for zoning, registration, and TOT compliance, <br />including automatically generated letters <br />o Capabilities for outreach to short-term rental hosts concerning City <br />requirements <br />Staff reviewed the pricing for services obtained by Malibu and found the prices to be <br />competitive and reasonable, ensuring value is obtained for the City, residents and <br />hosts. Host Compliance's platforms are the most user-friendly and its services the most <br />comprehensive. Moreover, staff was able to lock in the current pricing by negotiating for <br />a five-year contract. <br />ALTERNATIVES <br />1. The City Council may elect not to approve the agreement with Host <br />Compliance which would adversely delay the collection of TOT and registration <br />fees and the rollout of a 24/7 monitoring and complaint system. <br />2. The City Council may direct staff to conduct a new Request for Proposals for <br />Short -Term Rental Compliance and Monitoring. Conducting a new RFP would <br />
