C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 22, 2018 <br />SUBJECT <br />General Services Agreement for Storm Pump Maintenance and Repair <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a one-year General <br />Services Agreement with Commercial Pump & Mechanical, Inc. (Commercial Pump) in <br />an amount not to exceed $250,000 for storm pump maintenance and repair, including <br />City Manager authority to extend the agreement for two additional consecutive two-year <br />terms, for a total not to exceed contract price of $1,295,450. <br />BACKGROUND <br />The Public Works Services Department (PWS) operates and maintains the City's storm <br />water infrastructure. Part of the storm water infrastructure includes pumps that convey <br />stormwater flows from the areas of the City out to the San Francisco Bay. The City's <br />twenty-one storm pump stations and forty-five storm pumps require regular <br />maintenance, and repairs that may be required due to equipment age, and wear and <br />tear. It is important for the pumps to be maintained each year to ensure that equipment <br />is in working order, especially for the rainy season. Although staff performs regular <br />maintenance of the stations and pumps, pump repairs require specialized skills and <br />machines that exceed the department's resources. <br />ANALYSIS <br />PWS staff advertised a request for proposal (RFP) in the local newspaper and on the <br />City's website. Three vendors attended the optional field meet and expressed interest in <br />submitting a proposal. PWS staff received two responses by the proposal deadline, <br />from Commercial Pump and Pump Repair Service Company (Pump Repair). Staff <br />reviewed both proposals and found Commercial Pump to be the lower cost proposal. <br />
