6.1.C. - Page 2 <br />Bidder Annual Preventative Labor Cost <br />Maintenance Cost <br />Commercial Pump $12,375.00 $60 to $70/hour <br />Pump Repair $24,230.00 $110 to $115/hour <br />Commercial Pump is able to meet the City's expectation for level of service and <br />response time at almost half the price. Their lower rates may be attributed to their <br />location outside of the Bay Area; however, they are still able to respond to the <br />department's needs within the required response time. Commercial Pump has also <br />performed work for other municipalities surrounding Redwood City with positive results. <br />Staff recommends awarding the general services agreement to Commercial Pump as <br />the lowest responsive and responsible bidder. <br />ALTERNATIVES <br />The City Council may direct staff to repeat the RFP process; however, staff believes <br />that Commercial Pump submitted the lowest responsible proposal and recommends <br />awarding them the agreement, as maintenance and repair is crucial to PWS operations. <br />Failing to maintain and promptly repair storm pumps could result in localized flooding <br />during heavy storms and require extensive staff hours to troubleshoot and mitigate. <br />FISCAL IMPACT <br />Funds in the amount of $250,000 are available in the Fiscal Year 2018-19 wastewater <br />operating budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, §15378, <br />because it has no potential for resulting in either a direct or foreseeable physical change <br />in the environment. <br />ROBIN CAMERON <br />MANAGEMENT ANALYST <br />
