IREPORT To the Honorable Mayor and City Council <br /> / <br /> From the City Manager <br /> <br /> September 23, 2002 <br /> <br /> Subject <br /> Agreement for Professional Services with Anderson Brule' Amhitects, Inc. (ABA) for <br /> providing a needs assessment and other services for the possible Redwood City Branch <br /> Library in Redwood Shores. <br /> <br /> Recommendation <br /> Approve and authorize execution of an agreement with Anderson Brule' Architects, Inc. <br /> of San Jose, California, for providing Professional Services for developing a Needs <br /> Assessment, preparing conceptual plans, completing the State Grant application for <br /> Libraries, and other professional architectural and engineering services, as required for <br /> the Redwood City Branch Library in Redwood Shores, in an amount not to exceed <br /> $180,118.00. <br /> <br /> Background <br /> tn June 2001, the City contracted with Godbe Research and Analysis to conduct a survey <br />- to ascertain what facilities the residents in the Redwood Shores community wanted in <br /> Redwood Shores. A branch library was the number one response by the residents <br /> polled. The City Council, during the development of the current fiscal year's Capital <br /> improvement Program, authorized funds to begin and complete the process of submitting <br /> a grant application to the California Reading and Literacy Improvement and Public Library <br /> Construction and Renovation Bond Act of 2000 Funds for determining the need and <br /> feasibility of a new public branch library in Redwood Shores. <br /> <br /> The firm of Anderson Brule' from San Jose was chosen based on qualifications. They <br /> have extensive experience in preparing Grant applications, worked successfully with the <br /> City of San Jose and San Jose State College in completing their joint use Library, and <br /> worked with the Cities of San Jose and San Ramon in developing their Library needs <br /> assessment and operational planning. <br /> <br /> There are extensive required elements in preparing the grant application, and the firm <br /> has proposed a scope of work and aggressive timeline that would enable us to submit an <br /> application by the deadline of March 28, 2003. This includes a number of public <br /> meetings with the community and staff in assessing the needs of a library, developing a <br /> plan of service for a library, developing a building program that optimizes the size of a <br /> library, preparing conceptual floor plans, and finalizing the grant application. <br /> <br /> It is also proposed that a Community Advisory Committee be formed to assist the <br />- consulting team and staff in this process and evaluate what additional uses maybe <br /> possible on this site. <br /> <br /> <br />
