r.I £-2
(1) The City could perform this service in-house. The City does not have an adequate
trucking fleet to complete this transport and perform the other necessary maintenance
activities. It cannot be shown as cost effective to enlarge the City's fleet and driver
staffing for the small amount of time spent hauling materials.
(2) The service could be awarded to the next highest bidder. The Iow bid Js a valid bid
and the contractor can perform the service to meet the City's needs.
(3) The service could be re-bid. The bid was properly advertised and executed. The
prices received are within staff projections for the service.

Fiscal Impact
Funds have been approved in the 2002-2003 Public Works Services Maintenance budgets
in four maintenance subprograms, Streets, Sewer, Storm, and Water, totaling $48,000.00,
based on past usage of trucking services.

The bids came in significantly higher than the budgeted amounts because the
specifications contained two optional bid items that included two different types of trucks to
establish hourly rates for use. The base bid received was $49,000 for the typical semi end
dump used on a regular basis.

The trucking services will be managed within the base bid number of hours (700). The two
optional bid item truck types may be exchanged with base bid item trucks, however, the
total base bid number of hours will not be exceeded. The trucking services will be
managed within the budgeted amount of $48,000.

Gordon Mann Peter Ingram Ed Everett ~/
Public Works Superintendent Director, Public Works Services City Manager

Attachments
None

Specifications are available for review in the City Clerk's office
