Cost and capacity of each capital improvement <br /> <br />. <br /> <br />Design criteria for infrastructure improvements <br />Anticipated timing of each capital improvement <br />Capital project alternatives, such as potential project phasing options <br />Projected development within the Precise Plan area <br />Estimated water, wastewater and stormwater characteristics of proposed development <br />Estimated growth rates or alternatives for evaluation <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />81 Evaluation of Project Funding Options <br /> <br />Identify funding alternatives for capital improvement needs within the Precise Plan area. <br />Discuss advantages, disadvantages, and implications of various financing approaches. <br />Financing options may include various types of debt and pay-as-you-go cash funding from <br />connection fees and/or rates. <br /> <br />81 Evaluation of Cost Allocation Alternatives <br /> <br />Evaluate methods for allocating capital project costs to future users. Cost allocation <br />alternatives may include equal cost allocation throughout Precise Plan area, project by <br />project cost allocation, and/or allocations between Precise Plan area and the City as a whole. <br />Discuss benefits and drawbacks of the various cost-allocation alternatives. <br /> <br />81 Determination ofImpacts of Financing Alternatives <br /> <br />Estimate the financial impacts of the various financing and cost allocation alternatives. <br />Present findings in easily readable tables and/or charts. <br /> <br />. Evaluation of Fee Structures to Equitably Recover Costs <br /> <br />Identify and evaluate fee structure alternatives for equitably recovering the costs of necessary <br />capital projects. Discuss advantages and disadvantages of various approaches. <br /> <br />Task 9 - Recommendations for Mitigation of Impacts <br /> <br />Mitigation measures will be evaluated through the presentation of a comparison matrix.
