Due to the proximity of this Project to other at -grade <br />crossings and the Redwood City station, the scope will consider impacts of grade changes at <br />Whipple to other crossings in Redwood City. <br />The Whipple Avenue crossing is adjacent to the Sponsor's Downtown Specific Plan area and part <br />of a major transportation route. High volumes of traffic use Whipple Avenue to travel from <br />Highway 101 to El Camino Real, and from El Camino Real to Highway 101. Whipple Avenue <br />also serves as a route to and from schools and is used by public transportation. The crossing's <br />proximity to El Camino coupled with the high volume of traffic exacerbates delays during gate <br />down time. <br />Emergency response vehicles use Whipple Avenue as a connection from 101 to Sequoia <br />Hospital. Emergency response vehicles are delayed during an incident and more frequently <br />when forced to wait for a passing train. Caltrain service is expected to increase and high speed <br />rail will further increase train frequency. Increased train frequency will exacerbate emergency <br />vehicle delays at the crossing. <br />Four train - involved collisions at the Whipple Avenue at -grade crossing resulted in two fatalities <br />and one non -fatal injury in the past 10 years.
