Traffic and traffic delays are expected to increase due to growth in regional vehicle traffic, <br />increased frequency of Caltrain service, and anticipated addition of high speed rail. The project <br />would decrease future traffic delays due to rail service and increase safety. <br />The California Public Utilities Commission's proposed grade separation priority list for fiscal <br />years 2018/2019 and 2019/2020 (dated 2/12/18) ranks the Whipple grade crossing as 40' on the <br />statewide list of 36 crossings. <br />Scope of Work <br />The Scope of Work will result in a comprehensive PSR. The PSR will expand on prior <br />preliminary grade separation studies and analyze feasible alternatives for the Whipple Avenue <br />Grade Separation Project. Due to the proximity of this Project to other at -grade crossings and <br />the Redwood City station, the analysis will consider impacts of grade changes at Whipple to <br />other crossings in Redwood City, including Brewster Avenue, Broadway, Maple Street, Main <br />Street, and Chestnut Street. <br />The Sponsor will provide input on alternatives and policy oversight direction and will provide <br />$100,000 in funding directly to the JPB. The JPB will manage the Project, provide technical <br />oversight, and contract with contractors/consultants to collect data, prepare alternatives, and <br />produce the final report. <br />The PSR will refine preliminary concepts and draw on any necessary additional concepts in <br />order to develop design level concepts. Options and impacts to adjacent crossings and planned <br />projects (such as Dumbarton Rail, California High -Speed Rail, improvements to the transit <br />center, and the proposed downtown Redwood City streetcar) will also be considered. <br />Alternatives will include at least two tracks and will not preclude the feasibility of the <br />Caltrain/Califomia High Speed Rail Blended System. The design level concepts and PSR will be <br />used to gain community consensus around a preferred alternative.
