Exhibit C: JPB Concurrence Letter <br />k wZm VC C,wn <br />�� <br />Call - �RnaR <br />C <br />• Davoae roev Davis <br />Rau GutnncaT <br />DAVE P <br />M E <br />AlCtacXiELUw <br />.1u F4MAEn <br />E>zd c✓rnt: Dineeron <br />October 5, 2017 <br />Jessica Manzi, PE <br />City of Redwood City <br />Senior Transportation Coordinator <br />1017 Middlefield Road <br />Redwood City, CA 94063 <br />Subject: Whipple Avenue Grade Separation Project <br />Dear Ms. Manzi, <br />The Peninsula Corridor Joint Powers Board (JPB) is providing this letter of <br />concurrence to the City of Redwood City (City) to demonstrate support for a <br />proposed Project Study Report (PSR) for the grade separation of Whipple <br />Avenue in Redwood City, consistent with the San Mateo County Transportation <br />Authority (TA) Measure A Grade Separation Program guiding principles for <br />project selection. <br />The JPB concurs with the City of Redwood City's proposal to undertake a Project <br />Study Report (PSR) for a proposed grade separation project at Whipple Avenue. <br />The City and JPB have agreed that the JPB will be the technical lead to develop <br />the PSR and the City will facilitate and participate in community outreach efforts. <br />The JPB will provide staffing resources for project management, data collection, <br />alternatives development, and preparation of the PSR. <br />This concurrence is based on the understanding that all designs will be <br />developed in accordance with established JPB design criteria and standards. <br />The JP8 concurs that, subject to review, the proposal to move forward with a <br />PSR Is consistent and will not adversely Impact the Blended System. This <br />concurrence is based on the following understanding: <br />• The proposed grade separation is located within the limits of both the <br />Middle 3 and Long Middle 4 Track Blended System Overtake options. <br />• The Infrastructure needed to support future blended services is still under <br />study, Given this the PSR must include at least one design option that <br />accommodates the potential overtake.
