6.13. - Page 4 of 366 <br />POA agreed to the following: an increase in minimum court pay from four (4) hours to five (5) hours; the <br />addition of detective on call pay of two (2) hours per day on call; and the addition of one percent (1%) <br />advanced Peace Officer Standards and Training ("POST") pay. <br />UNIFORM ALLOWANCE <br />COA agreed to increase the uniform allowance from $750 to $800 per year. Uniform allowance for <br />Executive Management safety classifications will increase from $740 to $800 per year. <br />EDUCATIONAL REIMBURSEMENT <br />RCMEA agreed to increase the Education Reimbursement by $500 per year to allow members to be <br />reimbursed for the purchase of certain technology items. Education Reimbursement for Executive <br />Management will include leadership development programs. <br />ADMINISTRATIVE LEAVE CAP <br />RCMEA and COA agreed that, effective January 1, 2019, the City shall increase the administrative leave <br />(NAVL) cap by one week (from 120 to 160 hours for 40 hour employees, from 168 to 224 hours for 56 <br />hour employees, and from 140 to 160 hours for Deputy Fire Chief). <br />CELLULAR PHONE STIPEND <br />Executive Management employees required to use a cell phone for City business shall receive either a <br />stipend of thirty-four dollars and sixty-two cents ($34.62) per pay period or a City -issued phone. <br />FISCAL IMPACT <br />The proposed salary changes are within the parameters established by the City Council and are within the <br />current adopted budget and future budgetary projections. Other recommended benefit changes <br />throughout the term of the agreements represent a maximum estimated fiscal impact of approximately <br />$29,000 for PSA, $193,000 for RCMEA, $11,000 for COA, $217,000 for POA, and $50,000 for Executive <br />Management, for a total maximum estimated fiscal impact of approximately $500,000 through the three- <br />year term of the agreements. For the current fiscal year, other recommended benefit changes will be <br />absorbed through salary savings associated with vacancies and other expenditure savings.
