6.13. - Page 25 of 366 <br />TENTATIVE AGREEMENT BETWEEN REDWOOD CITY AND <br />REDWOOD CITY MANAGEMENT EMPLOYEES ASSOCIATION <br />RE: 2018 SUCCESSOR MOU <br />employee successfully completes such course submitted for reimbursement with a grade of "C <br />or better, ora passing grade in a ass/fail course, or with receipt of a certificate of completion or <br />letter certifyin to he awarding of C.E,U, units. Up to fifty percent (50%) of the total allowance <br />($750) may be used for job-related professional development workshops or seminars, or <br />educational courses not taken as part of a degree program. <br />Up to five hundred dollars ($500) of the two thousand dollar ($2,000) per fiscal year Educational <br />Expense Reimbursement may be used towards reimbursement for purchase of computer <br />hardware and mobile devices. To qualify for reimbursement under this Section computer <br />hardware and mobile devices must be directly lob -related, must be used for City business and <br />must be authorized by the Department Head. Approval of the Personnel Officer is required for <br />remote access to Citv equipment, resources or email for overtime -eligible employees, and all <br />overtime worked on computer or mobile devices must be authorized by the department head and <br />documented on time cards in accordance with Section 16.5,3. Employees who purchase mobile <br />devices through this Section shall remain accessible by management after hours. <br />Monthly service charges for Internet and mobile, communication connections are not <br />reimbursable under this Section. Taxability of this benefit allowance is Qoverned by the <br />provisions of the Internal Revenue Code and State and local regulations, Upon separation of <br />employment, the employee retains ownership of any devices purchased with Educational <br />Expense Reimbursement funds. <br />16.14.3 The Personnel Officer may establish standards and criteria and enact such rules, regulations, <br />procedures and policies as are necessary or appropriate to implement the provisions of this <br />Article 16,14, <br />16,15 Training <br />The Personnel Officer is -and department head are responsible for developing training programs in order to <br />improve the efficiency and broaden the knowledge of employees in the performance of their duties. <br />Successful completion of special training may be considered in making advancements and promotions, The <br />Association may appoint a member to meet with the Personnel Officer and department head to plan, <br />evaluate and recommend training programs, <br />16.16 Licenses and Certificates <br />Employees who are required by State or Federal agencies, or by job description, to be licensed or <br />certificated shall be reimbursed for the fees for such license or certificate, including other DMV licenses <br />above Class "C" required by the Department of Motor Vehicles, <br />16.17 Vacations <br />00059914-1 <br />16.17.1 All regular full-time management unit employees shall be entitled to use accrued vacation leave <br />from the commencement of their employment with the City. <br />16.17.2 The time during the calendar year at which an employee shall take vacation shall be determined <br />by the department head with due regard to the wishes of the employee and with particular regard <br />to the needs of the service. During the period from March 1 through April 15 of each calendar <br />year, all employees shall, on a form provided by the City, indicate their preferences for vacation <br />periods.
