REV: 07-15-2021 VR <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Project Scope of Work <br />HMB Redwood City LLC (Applicant) is proposing a new mixed-use development at 1125 Arguello <br />Street for a 55,052 square foot multifamily housing building comprised of 33 for-sale 100% <br />affordable units, approximately 300,000 square feet of office space, and a 4,132 square foot <br />public-serving child care facility (Project). <br />Focused EIR Scope of Work <br />Consultant will review and rely on prior planning and environmental documents (e.g., the 2017 El <br />Camino Real Corridor Plan, the 2010 Redwood City General Plan EIR, the 2010 Downtown <br />Precise Plan EIR) to screen out Project-level and cumulative analyses as much as possible. An <br />Initial Study will be prepared to provide for a thorough disclosure of potential environmental <br />impacts, and a focused EIR will follow only for those resource topics for which a significant and <br />unavoidable impact or over which considerable controversy may arise. Based on a review of the <br />RFP and the Project setting, it is anticipated the more significant potential environmental issues <br />associated with development of the Project will include aesthetics, cultural resources (built <br />environment), traffic, air quality, and noise impacts. Prior to initiating work on the EIR, Consultant <br />will prepare an Initial Study to scope the EIR so that it is limited only to those resource <br />considerations that need to be evaluated in detail. Given the existing long-term operations on the <br />site, the EIR will need to provide a detailed description of the baseline setting from which to assess <br />the potential environmental impacts associated with both construction and long-term operations <br />of the Project. <br />Task 1A: Project Initiation, Project Description, Initial Study, and NOP <br />Project Initiation <br />Upon Project authorization, Consultant Principal in Charge, and Project Manager will meet with <br />the City via video conference to initiate the environmental review process. Lines of communication <br />will be established, and the scope of work, schedule, and cost estimate will be reviewed and may <br />be refined. To maximize efficiency, Consultant’s kick-off meeting agendas include, but are not <br />limited, to the following action items: <br />1.Introduce and establish lines of communication among the Project team and <br />identify roles and responsibilities. <br />2.Identify, discuss, and revise, as necessary, the scope, methodology, <br />content, approach, and schedule for completion. <br />3.Review/refine the Project objectives (CEQA). <br />4.Discuss and define alternatives to the Project. <br />5.Discuss the schedule for providing information to Consultant for documents <br />required for preparation of the EIR. <br />6.Within a week of the kick-off meeting, Consultant shall prepare and submit <br />any revisions to the scope of work. <br />ATTY/AGR.2021/Amend No. 1/Stantec Consulting Services, Inc.
