REV: 07-15-2021 VR <br />Project Description <br />Consultant will prepare a draft project description for the City’s review. Consultant will prepare the <br />Project description section of the EIR based on information provided during Project initiation, <br />comments received on the NOP, and conclusions reached in the Initial Study. The Project <br />description will include regional and local setting; the City’s Project goals and objectives; and <br />Project characteristics and important features. The intended uses of the EIR (as required by <br />CEQA Guidelines Section 15124(d)) will be provided, including a list of responsible and other <br />agencies expected to use the EIR for decision making and a list of approvals for which the EIR <br />will be used. <br />Initial Study and NOP Initial Study. Using existing data, Consultant will prepare an <br />Administrative Draft Initial Study in accordance with Appendix G of the CEQA Guidelines, <br />including the 2021 updates. The purpose of the Initial Study will be to focus the scope of the topics <br />to be analyzed in the EIR, to eliminate resource topics for which no significant impacts are <br />anticipated (e.g., agricultural resources, mineral resources), and to establish a baseline for <br />identifying and developing alternatives to the Project that would avoid or minimize potentially <br />significant impacts. Based on comments from City staff on the Administrative Draft Initial Study, <br />Consultant will prepare the Initial Study for distribution with the NOP. The City will provide one <br />round of consolidated comments on the Initial Study and NOP. <br />Specific environmental topics to be addressed in the Initial Study are listed and discussed further <br />below. The topics in this list are subject to modification following completion of the public scoping <br />process. The EIR would be limited only to those resource considerations that need to be evaluated <br />in detail (likely to be aesthetics, air quality, cultural resources, hazardous materials, noise, and <br />transportation). <br />Biological Resources. The Project site is substantially developed; however, sensitive habitats <br />or special-status species may still be present. Based on desktop review, and existing General <br />Plan information, Consultant will characterize habitat types present in the Project area and the <br />potential for special-status plant or wildlife species to occur. Based on the results of the desktop <br />review, Consultant will identify standard measures from the General Plan EIR as they apply to <br />the Project. It is anticipated that the Initial Study will support dismissing this topic from the EIR. <br />Geology and Soils. Consultant will evaluate the potential effects related to erosion, deposition, <br />displacement, compaction or coverage of soils, alteration of topography, geologic hazards, and <br />seismic conditions within the Project area and the potential impacts that may occur from the <br />Project. The analysis will be based on existing studies and published materials. It is anticipated <br />that the Initial Study will support dismissing this topic from the EIR. <br />Hydrology/Hydrologic and Water Quality. The Project would include construction and <br />operational activities that may have potential water quality and drainage impacts. Consultant will <br />evaluate the hydrologic and water quality conditions of the Project area based on the hydraulic <br />calculations and utility assessments provided by the City and applicants. In addition, any known <br />or existing site drainage and proposed modifications, if any, will be reviewed as part of the water <br />quality evaluation under CEQA. Short-term construction impacts potentially posed by construction <br />activity are expected to be less than significant or to be fully mitigated by adherence to applicable <br />stormwater pollution prevention guidelines promulgated by the state and the RWQCB.
