REV: 07-15-2021 VR <br />Land Use and Planning – The Project is consistent with the land use and zoning designations. <br />The applicant is seeking height bonuses for the affordable housing and office building and <br />reduced parking under the State Density Bonus Law and impacts from these bonuses would be <br />evaluated. The City will provide a detailed determination for policy consistency. It is anticipated <br />that the Initial Study will support dismissing this topic from the EIR. <br />Mineral Resources. It is anticipated that the Initial Study will support dismissing this topic from <br />the EIR because this issue would have been adequately addressed in the General Plan and its <br />EIR. <br />Population and Housing. The CEQA document will describe the population of the region, as <br />well as local and regional employment and housing statistics. The analysis will evaluate the <br />potential for implementation of the Project to induce substantial population growth (including <br />beyond that of the General Plan) or displace housing or people such that development of <br />replacement housing is required. This discussion will focus on projected population growth, how <br />the existing General Plan may or may not accommodate this growth, and the provision of housing <br />relative to the City's current (2014) Housing Element and Regional Housing Needs Allocation. It <br />is anticipated that the Initial Study will support dismissing this topic from the EIR. <br />Public Services. The Project would directly and indirectly (e.g., through increased employment) <br />result in an increased demand for emergency services (police and fire), school services, and <br />library facilities. The CEQA section will discuss the anticipated demand and analyze the capacity <br />of these existing services to serve the level of development associated with implementation of the <br />plan, based on communication with service providers. This section will also describe the potential <br />for implementation of the Project to result in increased demands for public services including such <br />that new or expanded facilities might be constructed or that proposed facilities would result in <br />significant impacts to the environment. It is anticipated that the Initial Study will support dismissing <br />this topic from the EIR. <br />Recreation. The CEQA analysis will address potential impacts to recreation facilities in the area <br />as a result of the Project. It is anticipated that the Initial Study will support dismissing this topic <br />from the EIR because this issue would have been adequately addressed in the General Plan and <br />its EIR. In addition, the Project includes development of a public park and thus add to recreation <br />facilities. <br />Traffic and Transportation. Consultant will prepare the Transportation section of the CEQA <br />document as referenced in Task 2A.2, Transportation. It is anticipated that the Initial Study will <br />support dismissing this topic from the EIR. <br />Utilities and Service Systems. This section of the EIR will address potential effects related to <br />the availability and capacity of utilities and services. Utilities and services that will be addressed <br />include sewer service, water service, and solid waste collection and disposal. This section will <br />discuss whether any of these services or facilities is below adopted standards, or near or beyond <br />their capacity to adequately serve the Project. Particular attention will be given to water demands <br />that will result from long-term operation of the Project. Analysis will be based on publicly available <br />information and capacity calculations provided by the City.
