REV: 07-15-2021 VR <br />Wildfire. The Project is within the developed El Camino Corridor Plan area, an urbanized area, <br />surrounded by development. It is anticipated that the Initial Study will support dismissing this topic <br />from the EIR. <br />NOP. Consultant will prepare an NOP for referral to all interested parties, affected agencies, and <br />others, consistent with the City’s approved format. The NOP will contain all statutory <br />requirements, including the Project description; the Project location; the date, time, and place of <br />the public scoping meeting; the address where Project documents will be available for review; the <br />address where comments may be sent; and the deadline for submitting comments. Consultant <br />will submit the NOP to the State Clearinghouse electronically per current Office of Planning and <br />Research guidelines. City staff will circulate the Initial Study and NOP to all other recipients. <br />Scoping Meeting <br />Pursuant to CEQA Guidelines Section 15082, one public scoping meeting will be held during the <br />NOP review period to gather public and agency comments on the scope of the EIR; this meeting <br />will be held during the 30-day review period as determined by the City. Consultant’s Principal in <br />Charge and Project Manager will attend the scoping meeting. Project Manager will record all <br />public comments and prepare a summary of the comments received at the scoping meetings. <br />Consultant will assist the City in responding to questions regarding the environmental compliance <br />process/content of the EIR that might be raised by agency representatives, the public, and other <br />interested parties, as well as identify resource areas that should be removed from the scope of <br />the Project’s EIR. In addition, Consultant will assist in preparing and noticing the meeting, <br />preparing visuals and handouts, and other meeting logistics, as necessary. Note that it may be <br />necessary to revise the topics to be analyzed in the EIR based on comments received during the <br />scoping meeting. Consultant’s attendance at the Project Scoping Meeting is discussed further in <br />Task 7A, Project Management and Meetings. <br />Deliverable <br />Draft Project Description (electronic) <br />Administrative Draft Initial Study (electronic) <br />Final Initial Study (electronic) <br />Notice of Preparation (electronic) <br />Scoping Meeting Summary (electronic) <br />Task 2A: Technical Studies <br />Consultant will prepare the following technical studies to support the Focused EIR resource <br />analysis. <br />Task 2A.1: Cultural Resources <br />The Project would involve the rehabilitation of 1219 and 1227 Arguello Street and the construction <br />of a new rear addition. One contributor to the Mezesville Historic District, 1203 Arguello Street, <br />would be demolished as part of the Project. A brief review of publicly available records indicates <br />other existing buildings on the site proposed for demolition (1017, 1021, and 1125 Arguello <br />Street), are not listed in the national, state, or local registers of historical resources but do not <br />appear to have been previously evaluated as eligible historical resources. <br />To facilitate the entitlement of the Project, Consultant will prepare a Historical Resource Technical <br />Report (HRTR) for compliance with CEQA. The report will include evaluations for all buildings <br />over 50 years of age that have not been previously evaluated as historical resources and will <br />ATTY/AGR.2021/Amend No. 1/Stantec Consulting Services, Inc.
