REV: 07-15-2021 VR <br />and, if appropriate, a reduced-size alternative at levels of detail that are adequate to support a <br />meaningful comparison of impacts in the EIR. It is anticipated that the City would work with <br />Consultant to identify appropriate Project alternatives based on the impact findings of the EIR. <br />Environmental Setting, Impacts, and Mitigation Measures. As required by Section 15125 of <br />the CEQA Guidelines, the Environmental Setting portions of the EIR will contain a “description of <br />the environment in the vicinity of the Project, as it exists before the commencement of the Project, <br />from both the local and regional perspective.” The setting discussions will also include a brief <br />statement of the pertinent regulatory setting. <br />Thresholds for determining the significance of impacts will be described for each environmental <br />impact topic. The significance of Project-induced impacts will then be determined for each topical <br />area. The analyses will focus on issues identified by responsible and trustee agencies, local <br />agencies, and other interested parties in response to the NOP. Impacts found to be less than <br />significant will be described. Impacts that cannot be mitigated below the level of significance will <br />be identified, and the extent to which those impacts could be mitigated through Project <br />alternatives or changes will be demonstrated. Impacts will be quantified to the extent possible. <br />Mitigation measures will be listed and numbered and cross-referenced to applicable impacts. <br />Specific environmental topics anticipated to be addressed in the EIR are listed and discussed <br />further below. The topics in this list are subject to modification following completion of the public <br />scoping process. <br />Elements of the Environmental Setting, Impacts, and Mitigation Measures Sections of the <br />EIR. The elements of the Environmental Setting and Impacts and Mitigation Measures sections <br />of the EIR are described in more detail in the following sections. <br />Aesthetics, Light, and Glare. Consultant will prepare the existing aesthetics/visual resources <br />setting based on existing information, thoroughly describing the visual environment at and near <br />the Project location both under current conditions and with the Project. This evaluation will reflect <br />both the City’s design guidelines and the aesthetic character, which includes the historic <br />character, of the Project site. Any impacts and associated mitigation measures (and mitigation <br />measures for alternatives) will be presented clearly and concisely. Consultant will refer to and <br />include view simulations/renderings provided by the City. <br />Air Quality, Greenhouse Gases, and Energy. The Project will entail construction and operation <br />activities that would emit criteria air pollutants and GHG emissions. Consultant will provide an air <br />quality and GHG assessment to support the CEQA document. Consultant will follow guidance <br />presented by the Bay Area Air Quality Management District (BAAQMD) in its CEQA Air Quality <br />Guidelines (May 2017). Consultant will use BAAQMD’s Guidelines as the basis for assessing air <br />quality and greenhouse gas emissions impacts, including the document’s recommendations for <br />analytical approaches, thresholds, and if necessary mitigation measures. Consultant will <br />document the Project’s components relative to the BAAQMD’s screening criteria and thresholds <br />of significance to support the impact determinations. <br />Criteria Pollutants and GHG Estimation. The air quality and GHG assessment will describe <br />ambient air quality in the City and Bay Area basin and will include a discussion and evaluation of <br />regional and localized short-term construction emissions and long-term operational emissions. <br />Emissions associated with Project construction and operation will be evaluated using the current <br />version of the California Emissions Estimator Model (CalEEMod) at the time of preparation. <br />ATTY/AGR.2021/Amend No. 1/Stantec Consulting Services, Inc.
