REV: 07-15-2021 VR <br />Report. A comprehensive transportation analysis report will be prepared to include the LTA and <br />the CEQA transportation analysis. Draft reports will be provided to the City for review and <br />comment with revisions limited to the specific scope of work identified above incorporated into a <br />final report. <br />Deliverables <br />First Draft Transportation Analysis Report <br />Second Draft Transportation Analysis Report <br />Final Transportation Analysis Report <br />Task 3A: Administrative Draft EIR <br />Using the Project description, Initial Study, technical studies, results of the public scoping process, <br />and other sources, Consultant will prepare the Administrative Draft EIR consistent with the <br />requirements of CEQA, relevant case law, and the specifications of the City. Each resource area <br />subjected to detailed evaluation in the EIR shall include descriptions of the existing setting, <br />thresholds of significance used to gauge the magnitude and intensity of impacts, and practicable <br />measures to avoid or reduce potentially significant impacts. The Administrative Draft EIR, <br />Screencheck Draft EIR and Draft EIR will each include the following information: <br />Project Objectives. A narrative will be provided describing the objectives of the Project. <br />Executive Summary. Pursuant to Section 15123 of the CEQA Guidelines, Consultant will <br />prepare an Executive Summary including, at a minimum, the following information: <br />A summary table that clearly describes the potential impacts and mitigation <br />measures that would avoid or reduce the effect of each significant impact and <br />indicates whether the impact remains significant after mitigation. <br />Areas of controversy known to the City, including issues raised by agencies and <br />the public. <br />Issues to be resolved, including the alternatives and whether or how to mitigate <br />the significant effects. <br />Descriptions of the Project alternatives and conclusions regarding the <br />environmental superiority of an alternative will also be summarized. The <br />development of alternatives to the Project is further discussed below. <br />Introduction. The Introduction chapter will provide a basic, non-technical explanation of the Draft <br />EIR, as well as additional information relevant to understanding the document. <br />Project Description. One of the initial key actions will be to formulate a working description of <br />the Project and Project alternatives. Consultant will work with the City to prepare a description <br />that articulates the Project’s overall objectives. <br />Establishment of Thresholds of Significance. Consultant will work with the City to establish <br />thresholds of significance for each environmental issue to be addressed in the EIR. In addition to <br />the general standards of significance identified in the CEQA Guidelines, there are other articulated <br />thresholds that potentially are applicable to this Project. The thresholds will be stated in each <br />resource section of the CEQA document (Initial Study or EIR, as applicable) to clearly illustrate <br />the metric used to gauge the magnitude and intensity of potential Project impacts. <br />Identification and Description of Project Alternatives. Consultant will assist the City in <br />identifying and describing up to three Project alternatives, including the No-Project alternative <br />ATTY/AGR.2021/Amend No. 1/Stantec Consulting Services, Inc.
