REV: 07-15-2021 VR <br />The final study area will be determined by the City through the scoping process. If the study area <br />must expand beyond what is identified above, an additional fee may apply. Roadways within the <br />study area will be surveyed for the presence of facilities for pedestrians and bicyclists and existing <br />transit services will be identified. Intersection Level of Service (LOS) will be calculated for each <br />intersection with a delay-based methodology using Synchro/SimTraffic software. <br />Future Conditions and Analysis. Traffic volume forecasts corresponding to a background <br />condition appropriate for the Project’s anticipated build-out year will be derived based on a list of <br />approved projects in the vicinity, or with forecasts obtained from the San Mateo County and Santa <br />Clara County Travel Forecasting Model (C/CAG model), as appropriate. The data will be used to <br />derive peak hour intersection turning movement data for the study area intersections. This will <br />then provide the background traffic data conditions for an operational analysis to address <br />vehicular traffic conditions. <br />In accordance with the City guidelines, an analysis of the following scenarios will be prepared to <br />identify Project impacts. The Project is not expected to require a General Plan amendment, so a <br />cumulative conditions analysis is not anticipated to be required for the LTA. <br />Existing Conditions <br />Existing Conditions with Project <br />Background Conditions <br />Background Conditions with Project <br />Performance standards will be based on City criteria using intersection delay-based analysis. If <br />deficiencies are identified, feasible mitigation improvements will be investigated. In accordance <br />with the City’s LTA guidelines, Consultant will review the Project for consistency with the General <br />Plan and RWC moves, parking standards, on-site circulation, pedestrian facilities, bicycle <br />facilities, transit, and TDM program consistency. Additionally, a generalized safety assessment <br />will be conducted, on- site pickup/drop-off locations will be reviewed, and intersection traffic <br />control requirements will be assessed, particularly for the proposed site access location. <br />Conformance with the County’s CMP will also be addressed. <br />CEQA Transportation Analysis. The Project’s potential impacts will be assessed based on <br />CEQA criteria. This will include an analysis of vehicle miles traveled (VMT) and will also address <br />the following items: <br />Does the Project conflict with a plan, ordinance, or policy addressing the <br />circulation system, including transit, roadways, bicycle lanes, and pedestrian <br />paths; or <br />Substantially increase hazards due to a geometric design feature (e.g., sharp <br />curves or dangerous intersections) or incompatible uses (e.g., farm equipment); <br />or <br />Result in inadequate emergency access. <br />The Project site is generally located within one-half-mile of the Redwood City Caltrain Station and <br />the Redwood City Transit Center on James Avenue, and is also within a one-quarter-mile <br />walkshed of the El Camino Real high-quality transit corridor. That, in combination with certain <br />other Project criteria, is expected to result in a finding that the Project can be screened out from <br />further VMT analysis. <br />ATTY/AGR.2021/Amend No. 1/Stantec Consulting Services, Inc.
