REV: 07-15-2021 VR <br />5.Consultant assumes that no subsurface testing/excavation will be performed, and <br />no archaeological survey will be required. <br />Deliverables <br />Draft Historical Resource Technical Report (electronic) <br />Final Historical Resource Technical Report (electronic) <br />Task 2A.2: Transportation <br />Consultant will prepare a comprehensive transportation analysis for the Project in accordance <br />with the procedures outlined in the City’s Transportation Analysis Manual (TAM). Redwood City’s <br />Citywide Transportation Plan, RWCmoves, seeks to “promote the best travel experience possible <br />for everyone in Redwood City by creating and maintaining a safe, multimodal, and accessible <br />transportation network.” The TAM supports this goal by evaluating new projects against the <br />policies of the General Plan and RWCmoves, and by determining conformance with the County’s <br />Congestion Management Program (CMP) and CEQA. The purpose of the analysis is threefold— <br />to evaluate the Project’s consistency with the City’s General Plan, to evaluate the Project’s <br />consistency with the San Mateo County CMP, and to evaluate significant impacts and mitigation <br />measures per CEQA. <br />Trip Generation Analysis & Scoping Agreement. At the onset of the analysis, estimates of <br />Project generated traffic will be prepared using localized trip generation rates developed as part <br />of RWCmoves if applicable, or standard Institute of Transportation Engineers (ITE) trip generation <br />rates for the proposed uses. Factors such as internal capture due to a varied mix of uses and <br />mode shifts resulting from transit proximity will be accounted for. Since the Project is expected to <br />generate more than 100 net new peak hour trips, the trip generation and the Project’s preliminary <br />trip distribution patterns will be utilized to derive a recommended study area for a local <br />transportation analysis (LTA). This information will be documented in a scoping memorandum <br />and provided to the City for review and approval prior to undertaking further study. A preliminary <br />trip generation analysis prepared for the purpose of developing the following draft scope of work <br />indicates that the Project could generate approximately 3,000 average daily trips (ADT) and <br />potentially 350 or more peak hour trips. However, a detailed analysis may show a lower trip <br />generation when taking into account potential mode shifts and the mixed-use features of the site. <br />The scoping agreement will also address the use of existing conditions traffic counts during this <br />time of atypical travel patterns resulting from the COVID-19 pandemic. Because of reduced level <br />of travel resulting from the pandemic, the City may determine that traffic counts should not be <br />collected until traffic patterns return to a reasonably “typical” condition. Alternative approaches to <br />developing existing conditions, such as utilizing using older counts and/or “big data” cell phone <br />analytics, will be addressed in the scoping memorandum. <br />Existing Conditions Setting. Using a generalized criteria of 30 or more Project-added trips <br />during the peak hour, a preliminary study area for the LTA is anticipated to consist of up to 15 <br />intersections, including the proposed new driveway access on Arguello Street. AM and PM peak <br />hour intersection turning movement counts representative of existing conditions will be <br />determined based on the agreed upon methodology outlined in the scoping document. The traffic <br />counts will include vehicles, pedestrians, and bicyclists. The scope of work presented herein <br />includes a budget generally sufficient to acquire new peak hour intersection turning movement <br />counts for 15 existing study area intersections and 24-hour mid-block average daily traffic (ADT) <br />counts for the site-adjacent roadways at two (2) locations. <br />ATTY/AGR.2021/Amend No. 1/Stantec Consulting Services, Inc.
